Title: Consideration and possible approval of $110,000 for contract labor to support Building Inspection for the remainder of FY 2016/17.

Recommendation: Staff recommends that the City Council approve an expenditure of up to $110,000 for contract labor to support the Building Inspection division in Community Services.
Financial Impact: $110,000. At this time there is $38,071.00 in Program 130903 Building & Safety-Building Inspection. A budget augmentation in the amount of $71,930.00 will be done from Base Salary & Wages in Program 130903 to cover the remaining budget for this expenditure.

Agenda Item Brief:

Staff is requesting that the City Council approve an expenditure of $110,000 for contract labor to support Building Inspection for the rest of this fiscal year.



Background:

Since June 2015, Community Services-Building Inspection division has utilized two contract workers as building inspectors through the Manpower temporary staffing agency to help with the demands of increased building inspections.



Analysis:

The City will be utilizing the “joinder” provision allowed under NRS 332.115 to use the State of Nevada RFP / Contract Number 2029/14026.  Specifically, the City will be using a contract for temporary employees issued by the State of Nevada to Manpower. The State’s bid provides access to high quality temporary employees and the City is able to join this contract and leverage those higher volumes to our benefit.

The Community Services Department plans to utilize $110,000 to continue supplementing Building Inspection with 2 full-time Building Inspectors.



Alternatives:
  1. The City Council can approve the expenditure as submitted by Staff.
  2. The City Council can modify or reject the request and provide direction to the City Manager.


Recommended Motion:

I move to approve the continued use of contract labor for an additional amount of $110,000 during Fiscal Year 2017.
