Agenda Item Brief:

The existing shower areas at Alf Sorensen have been showing signs of moisture infiltration and damage along the base of the walls.  This project will replace the lower portions of the walls, tile and base cove within the shower areas to mitigate the moisture damage issue and improve the aesthetic appearance.  Staff recommends approval.



Background:

The shower rooms in Alf Sorensen are heavily used and have been showing signs of water infiltration into the walls.  The current wall base was installed in a method that allows water to infiltrate behind it and increases the chance of water entering the walls.  This has caused damage to the walls, tile, and floor base.  The new floor base will be constructed in a more efficient manner that will allow the wall finish to overlap the floor base and greatly minimize future water infiltration and potential maintenance issues.  This project includes redoing the walls and floor base along with tiling, floor resurfacing, and all other items required to fix the moisture problem, along with improving the aesthetic appearance of the area.



Analysis:

The quotes, which are attached to the staff report, include a base quote and three alternate quotes.  The base quote includes reconstruction of the lower walls, base, and floor resurfacing.  Alternate #1 includes adding Fiber Reinforced Plastic (FRP) wall coating and stainless steel wall corner protection, Alternate #2 includes resurfacing the floor in the restroom area, and Alternate #3 allows the City to also resurface the locker room area.  The existing floor surface in the restroom, locker room, and shower area are aging and with all three alternates included in the project, will allow restoration of the floor throughout the three areas, while increasing safety and minimizing maintenance.

The project estimate was less than $100,000 so an informal quote process was used to determine a contractor.  Three (3) informal quotes were solicited of which three were received at City Hall on October 25, 2016.  Quotes ranged in cost from $83,806 to $147,716.    The low quote provided by J & S Custom Homes has allowed the City to accept the base quote along with all three alternates.  A recap of the quote totals (base plus alternates) is provided below for Council’s review.
