Financial Impact: $373,007 in CDBG Grant Fund 1203. CIP 15-2290 and 16-2290 1203 CDBG Pedestrian Improvements is in the approved FY 2016 CIP and $373,007 is available to spend.

Budget Correction Plan:
Budget will be augmented to provide sufficient budget authority for implementation of the CDBG FY 2016/17 Pedestrian Improvement Project. The Budget is comprised of Programs 15-2290 ($130,433.01) and 16-2290 ($242,573.99)=$373,007.

Agenda Item Brief:

This agenda item ask the City Council to award a contract in the amount of $373,007 to Sierra Nevada Construction, Inc. for the Pedestrian Improvements project.  The project scope of work will entail replacement of the existing curb, gutter, sidewalks, driveways, and asphalt paving on F street from Rock Blvd. to 15th Street and a section of 16th street between Prater Way and F Street will also be a part of the project.



Background:

The 2016 CDBG funded 16th and F Street Pedestrian Improvements Project is based upon the City’s approved U. S. Department of Housing and Urban Development (HUD) Community Development Block Grant (CDBG) Annual Action Plan (AAP FY 2016/17) and in accordance with the Five Year Consolidated Plan (CP) for 2015-2019. The Consolidated Plan identified the area between Rock Blvd. to 12th Street and Oddie Blvd. to D Street for pedestrian improvements.

The existing concrete and roadway infrastructure in this area was constructed in the early 1950’s. The asphalt paving on F Street is in a deteriorated state and structural failures, cracks and surface deterioration warrant the need for reconstruction. Additionally, concrete walkways and curbs have deteriorated over time and are in need of replacement. The existing sidewalks have exposed aggregates, missing and cracked panels, and trip hazards resulting in a sidewalk that does not function as designed. The curb and gutter within this area has deteriorated as well and does not drain as designed in many areas.  Street trees causing much of the damage are scheduled for removal with this project.



Analysis:

The scope of work for this project involves the removal and replacement of existing curb, gutter, and sidewalk. Existing catch basins and service laterals will be replaced. The roadway will be pulverized, repaved, and new striping will be installed. Funding for this project is provided by a Community Development Block Grant (CDBG) FY 2016/2017 funding allocation.

The project was advertised in the Reno Gazette Journal on June 22, 2016 and copies were distributed to local plan rooms.  Four bids were opened at City Hall on July 13, 2016. Bid results ranged in cost from $373,007 to $ 451,528 (see recap of the Bids below):

Alternatives:

1.  City Council could award the 2016 CDBG 16th and F Street Pedestrian Improvements – Federally Funded, Bid No. 16/17-003, PWP-WA-2016-203 to Sierra Nevada Construction, Inc., in the amount of $373,007 as outlined by Staff.

2.  City Council could reject award of the 2016 CDBG 16th and F Street Pedestrian Improvements – Federally Funded, Bid No. 16/17-003, PWP-WA-2016-203 to Sierra Nevada Construction, Inc., in the amount of $373,007 and provide direction to the City Manager.



Recommended Motion:

I move to approve the contract for FY 2016/2017 CDBG 16th and F Street Pedestrian Improvements with Sierra Nevada Construction, Inc., in the amount of $373,007.
