Agenda Item Brief:

Consideration and possible ratification of a change order to an existing contract with Spanish Springs Construction (AC-5258) for the 2017 Street Rehabilitation Project in the amount of $123,640.00.  This change order was necessary to mitigate failing subgrade that was unexpectedly found during construction.  The City Manager authorized the work to proceed due to the safety concern of the streets being in close proximity of Sparks Middle School.



Background:

During pulverization of the existing roadway surface on a street within the FY 17 Street Rehabilitation Unit 1 Project, the contractor discovered areas of subgrade failure that would make rehabilitation of the roadway purposeless continuing with the current project scope and direction. Ratifying this change order for adding a new item of work, 3% cement treating the existing pulverized material, will ensure that the remaining roadway sections being replaced will be structurally acceptable. Given the condition of the existing material and neighborhood, it is recommended to add the cement treatment work to the remaining streets on the project, Capurro Way, Gault Way, Sue Way, and Adel Way. The project also includes roadway rehabilitation on 18th and 19th Streets. On these streets, no issues were found and paving has already been complete.



Analysis:

This change order is due to the discovery of subgrade failure within the 2017 Street Rehabilitation, Unit 1 project currently under construction by Spanish Springs Construction, Inc. Cement treating the pulverized materials, for the remaining street, with 3% cement at a depth of 6” will stabilize the subgrade and allow the roadway section to be successfully placed.



Alternatives:
  1. City Council could ratify the change order to the 2017 Street Rehabilitation Project as outlined by Staff.
  2. City Council could reject the change order to the 2017 Street Rehabilitation Project and provide direction to the City Manager.


Recommended Motion:

I move to ratify a change order to an existing contract with Spanish Springs Construction for the 2017 Street Rehabilitation, Unit 1 Project in the amount of $123,640.00.
