Title: Consideration and possible approval of the 2016 Cooperative Agreement (AC 5275) and the 2016 Annual Operating Plan (AC 5276) between the City of Sparks and Truckee Meadows Fire Protection District.

Recommendation: The recommendation is for Council to approve the proposed 2016 Cooperative Agreement and the 2016 Annual Operating Plan between the City of Sparks and Truckee Meadows Fire Protection District.

Agenda Item Brief:

The current Cooperative Agreement and Annual Operating Plan between the Sparks Fire Department and Truckee Meadows Fire Protection District is expiring. This new agreement will be effective upon approval by the Sparks City Council and has already been approved by TMFPD. The annual operating plan is an addendum to the agreement and details updated pay scales, contact information, and communication information.  This annual operating plan is renewed each year.



Background:

The Sparks Fire Department maintains cooperative agreements with local, state, and federal fire agencies to provide resources to assist each other with emergencies that exceed the capabilities of a single agency.

The current Cooperative Agreement was negotiated in 2012. The renewal of this agreement will continue to provide SFD with the ability to receive/give mutual aid with Storey County.  

This new Cooperative Agreement and Annual Operating Plan will take effect once approved by the Sparks City Council.  The annual operating plan will then be reviewed on a yearly basis to make adjustments to billing rates and contact information as well as to clearly define the operational aspects of the cooperative agreement.

If approved by the Council, the Cooperative Agreement and Annual Operating Plan will be finalized.



Analysis:

Cooperative agreements are crucial in mitigating those emergencies that exceed the capabilities of a single agency.  The Sparks Fire Department and Truckee Meadows Fire Protection District have a long history of working together. The City of Sparks and TMFPD assist each other for all risk type of incidents on a daily basis. This cooperative agreement would ensure this relationship continues.



Alternatives:
  1. Council can choose to not approve the 2016 Cooperative Agreement and The 2016 Annual Operating Plan between the Sparks Fire Department and Truckee Meadows Fire Protection District.
  2. Council can accept the recommended motion.


Recommended Motion:

I move to approve the 2016 Cooperative Agreement and the 2016 Annual Operating Plan between the Sparks Fire Department and the Truckee Meadows Fire Protection District.
