Title: Presentation, discussion and possible approval to of a Memorandum of Understanding (MOU) (AC-5270) between the City of Sparks and Operating Engineers Local Union No. 3, Supervisors to add the title of Code Enforcement Supervisor

Recommendation: The City Council approves the Memorandum of Understanding (MOU) with the Operating Engineers Local Union No. 3, Supervisors, to add the title of Code Enforcement Supervisor
Financial Impact: Funding for this position was approved by City Council in the final budget for fiscal year 2017.
Business Impact (Per NRS 237):
     A Business Impact Statement is not required because this is not a rule.
Agenda Item Brief:

City Council approved the fiscal year 2017 budget, which includes the reclassification addressed in this agenda item.  This proposal recommends the corresponding change to the Operating Engineers Local Union 3 Supervisors contract, Appendix A to allow city staff to implement the budget as approved.



Background:

On May 23, 2016, the Sparks City Council approved the final budget for fiscal year 2017.  Included in the budget is funding for the position of Code Enforcement Supervisor.  This agenda item addresses updates of the Appendix A necessary to allow city staff to implement the fiscal year 2017 budget as approved.



Analysis:

Funding for the position of Code Enforcement Supervisor was approved in the fiscal year 2017 budget and the next step is to add this title and salary range to the Appendix A:

Alternatives:

  3. The City Council may not approve the Memorandum of Understanding with Operating Engineers Local No. 3, Supervisors but provide other direction to city staff.

I move to approve the Memorandum of Understanding with Operating Engineers Local No. 3, Supervisors.
