Title: Consideration and possible approval to purchase two fire pumpers from Graham Fire Apparatus/Rosenbauer in the amount of $1,165,482.

Recommendation: Staff recommends that the Council approves the purchase of these fire trucks for the Fire Department from Graham Fire Apparatus/Rosenbauer in the amount of $1,165,482.
Financial Impact: $1,165,482 in Program 100902, Account 604080. This price may be reduced by $14,366 to $1,151,116 if the City elects to pre-pay 90% of the purchase price within 30 days of contract signing. These two vehicle replacements were approved as part of the FY16 and FY17 vehicle replacement programs.

Budget Correction Plan:
There is currently $1,157,625 - $7,857 less than the quoted price for the vehicles - budgeted in Program 100902, Account 604080. The quoted price may be reduced by $14,366 to $1,151,116 if the City elects to pre-pay 90% of the purchase price within 30 days of contract signing. Alternatively, the $7,857 difference may be covered by reallocating budget from other capital expenditures.

Agenda Item Brief:

The Equipment Services Division of the Community Services Department is requesting authorization to spend $1,165,482 to replace two pumpers for the Fire Department.



Background:

This request is for the purchase of two pumpers.  These vehicles are intended to replace pumpers 31200 and 31210, the two pumpers in the fleet which have been most expensive to maintain and that have been out of service repeatedly while waiting on parts or repairs.  However, staff requests authorization to determine which pumpers will be replaced at the time the new vehicles arrive, which is anticipated to be in June 2017.



Analysis:

Staff from the Fire Department and Equipment Services have extensively researched fire truck manufacturers and visited their manufacturing facilities. Rosenbauer was chosen based on several criteria:

  1. Rosenbauer offered the best price for the product and we liked their manufacturing process.
  2. Rosenbauer parts are not proprietary, and they provide manufacturer’s part numbers in their parts books.
  3. Rosenbauer is a worldwide company.
  4. Factory and service centers are located relatively nearby, including one in Idaho.
  5. Rosenbauer has a lifetime warranty on their body.
  6. Rosenbauer offers Green Star options that reduce or eliminate idle time.

 

If the purchase is approved by the City Council, in sourcing the vehicles the City would be using the joinder provision allowed under NRS 332.195, and purchasing the vehicles utilizing the HGAC bid (see attached “City of Sparks NV Contract Pricing Sheet”). These bids have historically been the most competitive. Utilizing the “joinder” provision allows the City to precisely define the vehicle needed while foregoing the need to formally bid the item.



Alternatives:

The City Council's alternatives to the staff recommendation include:

  1. Council could deny this purchase.
  2. Council could direct staff to provide alternatives to this purchase.

 



Recommended Motion:

I move to approve this purchase of two fire pumpers from Graham Fire Apparatus/Rosenbauer in the amount of $1,165,482.
