The District Board of Health pursued two grants to equip first responders in our region with better equipment for response to a highly infectious disease outbreak (ie. Ebola). The grant applications were approved, and the Sparks Police Department is scheduled to receive $17,176.84 in Tychem coveralls, latex and nitrile gloves, N95 face masks, face shields, boot covers, chem tape and biohazard bags.
Background:
The District Board of Health pursued two grants to equip first responders in our region with better equipment for response to a highly infectious disease outbreak (ie. Ebola). These grants are from the Assistant Secretary of Preparedness and Response Hospital Preparedness Program (ASPR HPP), and the Center for Disease Control and Prevention Public Health Preparedness (CDC PHEP). Both grant applications were approved, and the Sparks Police Department is scheduled to receive $17,176.84 in Tychem coveralls, latex and nitrile gloves, N95 face masks, face shields, boot covers, chem tape and biohazard bags.
These are Federal grant numbers 1UREP150510-01-00 and 3U90TP000534-03S2. These grants were awarded to the State of Nevada Division of Public and Behavioral Health. They are sub-granted to the Washoe County District Health Preparedness Program who is administering these grants.
Both of these grants are supplemental Ebola grants that were put out to increase the ability of local communities to respond to highly infectious disease outbreaks such as Ebola, SARS and MERS.
The Sparks Police Department is not responsible for administering the grant, and there are no matching funds required. The requirements of the grant do mandate we develope a standard operating procedure for dealing with these types of situations and complete training on how to don and doff the equipment.
These grants will also be supplying equipment to the Washoe County Sheriff's Office, Washoe County School Police, Reno Police Department and Gerlach which is currently served by the Truckee Meadows Fire Protection District.
Analysis:
Pursuant to Section 2.090 of the Sparks City Charter, the City of Sparks may acquire personal property or gifts. The City of Sparks may accept this donation to the Sparks Police Department.
Alternatives:
Council may not accept this grant and not accept the equipment.
Recommended Motion:
I move to accept these grants for equipment in the amount of $17,176.84.
