Title: Consideration and possible award of the Hymer Way Alley Project to Black Rock Construction in the amount of $70,156.95

Recommendation: Staff recommends approval of Hymer Way Alley Projects
Financial Impact: : Contained in the 2010/11 – 2014/15 Capital Improvement Program is $37,500 of appropriations for each of the preventative and rehabilitation components of the Alley, City Owned Parking Lots, and Pathway Facilities Project, CIPs 120504 and 120505. This planned expense will be charged between these components posting to Account 603190, Maintenance and Repairs, using Project 12-0504-100 and 12-0505-100

Agenda Item Brief: Consideration and possible approval of the Hymer Way Alley Project to Black Rock Construction in the amount of $70,156.95. Staff recommends approval of Hymer Way Alley Projects.
Background: The City of Sparks is undertaking an Alley Maintenance Program. The alleyways have been identified through the City’s Pavement Management System and will benefit the most with these improvements which will include new pavement and drainage facilities. The Hymer Way Alley Project was informally bid with 3 qualified bidders and the pricing was below staffs estimate. (See Attached)
Analysis: The work for the proposed Hymer Way Alley Project is located between Hymer Way and Frazer Avenue ( 19th Street to 21st Street) and South 19th Street at Hymer Way. The alleys have been selected and prioritized through the City’s Pavement Management System. The alleyways are currently unpaved which causes storm water discharge issues even during minor storm events.
Alternatives: 1. City Council could accept the Hymer Way Alley Project as outlined by Staff. 2. City Council could reject the Hymer Way Alley Project and provide direction to the City Manager.
Recommended Motion: “I move to approve the Hymer Way Alley Projects to Black Rock Construction in the amount of $70,156.95.”
