Title: Consideration and possible award of the Sirah Court Storm Drain Improvement Project, Informal Quote to Peavine Construction, in the amount of $54,450.

Recommendation: Staff recommends that Council award of the Sirah Court Storm Drain Improvement Project, Informal Quote to Peavine Construction, in the amount of $54,450.
Financial Impact: : Sirah Street Storm Drain Piping CIP # 116801 is a CIP project approved for FY11. Budget in FY12 will be made available via budget augmentation and the construction contract in the amount of $54,450 will be encumbered in Account 604130, Program 11-6801S.

Agenda Item Brief: Consideration and possible award of the Sirah Court Storm Drain Improvement Project, Informal Quote to Peavine Construction, in the amount of $54,450. This project will install 24” storm drain main piping that currently has overland flow causing erosion. Staff Recommends Approval.
Background: The existing storm drain system from the Canyon Hills subdivision outlets above Sirah Court and conveys flows overland to an inlet at the end of Sirah Court. The inlet at Sirah Court tends to be easily overrun and fill with sediment. Once flow is not captured at the inlet, it continues down Sirah Court to Disc Drive and washes onto numerous properties with potential for property damage to numerous homes, driveways, and landscaping. Additionally, overland flow is cutting a large “wash” into the side of the hill, which is a potential fall hazard.
Analysis: Staff hired Odyssey Engineering to prepare Storm Drain Improvement plans to make the necessary corrections to this Storm Drain system and protect the properties. Staff met with six qualified local contractors on October 10, 2011 to request informal quotes to construct the Sirah Court Storm Drain Improvements. Quotes were submitted to the City on October 19, 2011. The Engineer’s Estimate for the project was $82,130 and the quote results ranged in cost from $54,450 to $124,444. Attached to the staff report is a full recap of the quotes received:
Alternatives: 1. City Council could award the Sirah Court Storm Drain Improvement Project as outlined by Staff. 2. City Council could reject the Sirah Court Storm Drain Improvement Project and provide direction to the City Manager.
Recommended Motion: “I move to award the Sirah Court Storm Drain Improvement Project, Informal Quote to Peavine Construction, in the amount of $54,450.”
