Budget Correction Plan: Over Budget message caused by the fact that this contract is for FY17, whereas budget checking is done on the current year (FY16). Budget will be available on 7/1/16 as follows: $750,749.47 will come from Fund 1401 Road Fund - CIP #17-0500 Pavement Mgmt Program Street Improvements (approved budget available $3,000,000) and $207,049.44 will come from - CIP #17-0501 Sidewalk Rehabilitation (approved budget available $350,000). $23,279.25 will come from Fund 1631 Sewer Fund - CIP #17-6593 Annual Sewer System Street Improvement (approved budget available $100.000). $203,365.84 will come from Fund 1641 Drains Fund - CIP #17-6690 Annual Storm Drain Street Improvement (approved budget available $515,000). |

Consideration and possible award of the 2017 Street Rehabilitation – Unit 1, Bid No. 16/17-001, PWP-WA-2016-166 contract to Spanish Springs Construction, in the amount of $1,184,444. Staff recommends that council award the contract.
Background:
This 2017 Street Rehabilitation - Unit 1 project is part of the City’s Transportation System - Pavement Management Program. The project was prioritized through the City’s Pavement Management System and outlined in the 5 year Program of Projects. Due to the high quantity of concrete work in and around Sparks Middle School on 18th Street staff is requesting approval of the contract prior to the start of the new 2017 Fiscal Year beginning on July 1. Budget authority is available in the FY 17 approved budget.
Analysis:
The project scope identifies the need to remove and replace as needed rundown curb gutter, driveway approaches, sidewalk ramps and reconstruct the roadway with new asphalt on the streets highlighted on the attached FY17 Unit 1 Street Map.
The City of Sparks received four (4) qualified bids for this project, which were received May 25, 2016 at 1:45 p.m. and opened on May 25, 2016 at 2:00 p.m.
