Agenda Item Brief:

SECOND READING of Bill No. 2703, an Ordinance amending Chapter 15 of the Sparks Municipal Code adopting the 2012 International Energy Conservation Codes and the 2015 Northern Nevada Energy Code Amendments.  If approved, the amendments to the ordinance will become effective July 1, 2016.



Background:

In May 2009, SB73 was signed into law establishing the standards adopted by the Nevada State Office of Energy as the minimum standards for building energy efficiency and conservation. The first step in this undertaking for the City of Sparks was the adoption of the 2009 International Energy Conservation Code (IECC) in conjunction with the 2011 Northern Nevada Energy Code Amendments. 

Since that code adoption in July of 2012, a committee comprised of representatives from the Northern Nevada Chapter of the International Code Council, northern Nevada area Building Officials, Associated General Contractors (AGC), Builders Association of Northern Nevada (BANN), Nevada State Governor’s Office of Energy (GOE), Southwest Energy Efficiency Project (SWEEP), and Engineers and Energy Raters have been working together to develop the 2015 Northern Nevada Energy Code Amendments package (Attached) to be adopted throughout the region with the 2012 IECC.  The committee recognized the need for a standard approach throughout Nevada and included amendments from Southern Nevada’s Building Officials for consideration.  Upon completion of the amendment package, it was submitted for review to the Governor’s Office of Energy and received a letter of acknowledgement and acceptance (Attached). 

The proposed adoption of the 2012 International Energy Conservation Codes and the 2015 Northern Nevada Energy Code Amendments were presented to the Enterprise Fund Advisory Committee (EFAC) on February 2, 2016.  The EFAC unanimously recommended that staff move forward with adoption of the 2012 IECC as well as the 2015 Northern Nevada Code Amendments.



Analysis:

The adoption of the proposed bill will amend, by ordinance, Title 15 of the Sparks Municipal Code (SMC) to include changes mandated by Nevada State Office of Energy.  Specifically, the proposed bill will amend the following sections of Title 15:

Section 15.05.100 – Adoption.  Approval of the Bill will adopt the 2012 International Energy Code (IECC) together with the 2015 Northern Nevada Amendments with an effective date of July 1, 2016.



Alternatives:

The City Council may choose to reject the amendment to the ordinace and provide direction to the City Manager



Recommended Motion:

I move to adopt Bill No. 2703.
