Amending the Sparks Municipal Code to allow for the limited regulation of camping within the Truckee River Corridor is reasonably necessary to protect and enhance water quality or water resources of the Truckee River and appropriately balance the public interest and individual rights.
Background:
Unregulated camping in and around the Truckee River area threatens to pollute the area’s primary source of drinking water, creates health and safety hazards for the public, and detracts from the scenic beauty of the river.
Analysis:
The proposed regulations on camping within the Truckee River Corridor are structured to allow for the regulation of camping on public property and provide for individual rights.
Alternatives:
Council could choose to not adopt the Truckee River Corridor camping ordinance, however, by not adopting the ordinance the City’s ability to address the ever increasing issues of camp sites along the Truckee River Corridor will be inhibited and lawful cleanup efforts would be stymied.
Recommended Motion:
I move to adopt Bill No. 2704.
