Title: Public hearing, consideration, discussion, and possible approval of an amendment to the bargaining agreement (AC-5182) between the City of Sparks and the Sparks Police Protective Association - Nonsupervisory for the period July 1, 2015 through June 30, 2017.

Agenda Item Brief:

Consideration, discussion, and possible approval of an amendment to the bargaining agreement between the City of Sparks and the Sparks Police Protective Association - Nonsupervisory.  This amendment adds language specific to the Detective Division.



Background:

The Bargaining Agreement between the City of Sparks and the Association of Sparks Police Protective Association was approved on July 27, 2015.  This is the first amendment to the document.



Analysis:

Due to the unique scheduling of the Detective Division, and in order to provide adequate staffing for the Detective Division, an additional section addressing Detectives only will be added as follows:

Section 4 - Leave Benefits

Article A:  HOLIDAYS AND HOLIDAY TIME

4.     Detective Holiday Assignment:

Where one of the above holidays falls on the first day of a covered employee's scheduled days off, the preceding day shall be observed as a holiday, and where one of the above holidays falls on the second or succeeding days of consecutive scheduled days off, the next succeeding workday shall be observed as a holiday.



Alternatives:

1. The City Council may approve the amendment to the bargaining agreement between the City of Sparks and the Sparks Police Protective Association - Nonsupervisory.

2.The City Council may not approve the amendment to the bargaining agreement between the City of Sparks and the Sparks Police Protective Association - Nonsupervisory.

3. The City Council may direct staff to anotber alternative.



Recommended Motion:

I move to approve Amendment No. 1 to the bargaining agreement  (AC-5182) between the City of Sparks and the Sparks Police Protective Association - Nonsupervisory for the period July 1, 2015 through June 30, 2017.
