Consideration and possible approval of a Professional Services Contract, to Summit Engineering, for Civil Engineering and Survey services for the Victorian Square Enhancement Project, in the amount of $40,000. Victorian Square is in need of repair and general maintenance of concrete, concrete pavers, tree planters, and other hardscape items. The design will identify needed improvements and establish a list of priorities within the square. Staff recommends approval.
Background:
Victorian Square was originally constructed in two phases. The first phase was constructed in 1986 and the second phase was constructed in 1988. The square has evolved into a special events area with many large pedestrian friendly events that are very important to the community and future success of the City of Sparks.
With original construction occurring over 25 years ago it is important to be proactive and keep up with the existing infrastructure and ensure that it is safe and aesthetically pleasing. The existing infrastructure has deteriorated with many of the tree planters raised up by the trees, brick pavers have settled, and some concrete is in need of rehabilitation. This proposal will provide an overall plan going forward that will identify and design improvements within the area. This will allow greater flexibility in the phasing process and ultimately provide improved uniformity throughout Victorian Square. Previously the City had a contract with Summit Engineering to perform this same design from Pyramid to 10th Street which was for $20,000. The original contract along with this one will total $60,000 which requires Council approval. A map of the area to be included in the design is attached with this agenda.
Analysis:
This proposal from Summit Engineering will provide engineering design and plans from 10th Street to 15th Street within the Victorian Square area and includes a topographical survey, design of new accessibility ramps, updated planter design, paver modifications, bollard replacement, concrete repairs, and will provide technical specifications and a construction cost estimate. The design will also include a new square tree planter which will allow the existing trees to remain and increase the sitting area at each planter. Concrete pavers will be evaluated and modified allowing for less maintenance and trip hazards and surface drainage problems will be identified and mitigated. Construction of the first phase is anticipated to begin in early 2017 after the special event season.
Alternatives:
- City Council could approve the attached Professional Services Contract, to Summit Engineering, as outlined by Staff.
- City Council could reject the attached Professional Services Contract, to Summit Engineering, and provide direction to the City Manager.
Recommended Motion:
I move to approve the Professional Services Contract, to Summit Engineering, for Civil Engineering and Survey services for the Victorian Square Enhancement Project, in the amount of $40,000.
