Consideration and possible approval of a contract for the Fire Station #1 Digital Control System Project to provide an Alerton Direct Digital HVAC Control System to Building Control Services, Inc., in the amount of $98,983. The Fire Station #1 HVAC system is controlled by an outdated and inefficient system. The Alerton Direct Digital HVAC Control System, to be installed by Building Control Services, will improve the efficiency and extend the life of the existing HVAC components. The Alerton Control System will reduce maintenance time and resources required for operating the Fire Station #1 HVAC system. Staff recommends approval.
Background:
The current HVAC control system at Fire Station #1 is out dated and inefficient. The current system is over 35 years old, repair work and system adjustments are time consuming for maintenance personnel and it is difficult to get positive results.
The City currently uses the Alerton Direct Digital HVAC Control System on the majority of City owned buildings. The Alerton Control System has proven itself over the years as a quality product that is easy to use and the software interface allows maintenance staff to make adjustments to each building from a laptop anywhere network access is available. This greatly reduces the time spent going from building to building to make adjustments. Building Control Services is the only company in Northern Nevada authorized to sell, install and service the Alerton Control System. Since most of the other City owned buildings use an Alerton Control System it is more cost effective to continue to use this same proven system at Fire Station #1. This also allows maintenance to monitor the system using one software program that they are trained on instead of multiple software systems. This practice of standardization is permitted by NRS 332.115 (c, d).
Analysis:
This proposal provides for the labor and materials required to install a new Alerton Direct Digital HVAC Control System for the existing HVAC System at Fire Station #1 if approved by Council. The City received a proposal from Building Control Services on January 22, 2016 in the amount of $98,983 which includes the material and labor required to install the Alerton Direct Digital Control System. A letter from Alerton verifying that Building Control Services is the only authorized Nevada Company to sell, install, and service Alerton Products is attached to this report.
Alternatives:
- City Council could approve a contract for the Fire Station #1 Digital Control System Project, to provide an Alerton Direct Digital HVAC Control System, to Building Control Services, Inc., as outlined by Staff.
- City Council could reject a contract for the Fire Station #1 Digital Control System Project, to provide an Alerton Direct Digital HVAC Control System, to Building Control Services, Inc., and provide direction to the City Manager.
Recommended Motion:
I move to approve a contract for the Fire Station #1 Digital Control System Project to provide an Alerton Direct Digital HVAC Control System to Building Control Services, Inc. in the amount of $98,983.
