Title: Consideration and possible approval of the purchase of replacement parts for a Raw Sewage Pump at the Truckee Meadows Water Reclamation Facility (TMWRF) from Nevada Seal and Pump in an amount not to exceed $148,517.

Recommendation: Staff recommends City Council approve the purchase from Nevada Seal and Pump in the amount of $148,517.00.
Financial Impact: There is no impact to the General Fund. There remains $334,270.91 in appropriations for this replacement of pump parts. Up to $148,517.00 of replacement costs will be charged to TMWRF, Fund 5605, Account 603445, Equipment and Furnishings using Program 131505, TMWRF Operations. Following quarterly reconciliation of TMWRF’s operating expenses between the Cities of Sparks and Reno, affecting the Sanitary Sewer Operations Fund (1630), Sparks is quantifying reimbursement from the City of Reno based on actual flow splits provided by ADS Environmental. The flow split for the quarter ending December 31, 2015 of Fiscal Year 2015-2016 is outlined in Attachment 1.

Agenda Item Brief:

City staff is asking the City Council to approve the purchase of replacement parts for a raw sewage at TMWRF from Nevada Seal and Pump in the amount of $148,517. 



Background:

The Truckee Meadows Water Reclamation Facility utilizes four raw sewage pumps to convey the incoming wastewater to the grit facility. These pumps were installed in 1992 and have performed beyond their useful life.  Because of the critical nature of these pumps and the inability to remove more than one from service at any given time, TMWRF Staff has implemented a serial repair program to rehabilitate one pump per year.  Raw Sewage Pump #4’s volute and base were replaced in late 2014. This purchase will address the replacement of one of the remaining pumps volute and base.



Analysis:

An inspection of the raw sewage pumps had determined that Raw Sewage Pump #4 needed to be addressed first and as a result was replaced prior to the start of the headworks rehabilitation project that is currently underway. Upon the completion of the headworks project a determination will be made as to which volute and base needs to be replaced next.  The parts being requested for the pumps, the volute and base, are most susceptible to wear and are common to all four pumps.   By rehabilitating and repairing the pumps the electrical and hydraulic efficiency of the equipment will improve.

Because the pump parts are proprietary they can only be purchased through the factory authorized representative, Nevada Seal and Pump. The quote cost includes the freight from the factory to TMWRF.



Alternatives:

City Council could recommend that staff analyze alternative options.



Recommended Motion:

I move to approve the purchase of replacement parts for a Raw Sewage Pump at the Truckee Meadows Water Reclamation Facility (TMWRF) from Nevada Seal and Pump in an amount not to exceed $148,517.
