Title: Consideration and appointment of one member of the City Council to represent the City of Sparks on the Board of Trustees of the Western Regional Water Commission (WRWC),from the following pool of applicants, in alphabetical order: Charlene Bybee, Edward Lawson, Geno Martini, Ron Schmitt, Ron Smith or Julia Ratti, for a two year term, ending March 31, 2018; and, recommendation for the joint appointment of one elected official to represent the owners of the Truckee Meadows Water Reclamation Facility on the Board of Trustees of the Western Regional Water Commission, from the following pool of applicants, in alphabetical order: David Bobzien, Jenny Brekhus, Charlene Bybee, Oscar Delgado, Naomi Duerr, Neoma Jardon, Edward Lawson, Geno Martini, Paul McKenzie, Hillary Schieve, Ron Schmitt, Ron Smith or Julia Ratti, for a two year term, ending March 31, 2018.

Recommendation: That the Council reappointment Council Member Charlene Bybee as the City of Sparks representative for a term of two years; and jointly reappoint Mayor Geno Martini as the joint TMWRF Representative for a term of two (2) years.

Background:

The Western Regional Water Commission (WRWC) has been formed by a Joint Powers Agreement, approved by the City Council on January 22, 2008. The current WRWC Commissioners representing Sparks are Council Member Charlene Bybee (term expiring 03/31/16); Mayor Geno Martini representing the Joint Sparks/Reno appointment for the Truckee Meadows Water Reclamation Facility (TMWRF), term expiring 03/31/16; and Council Member Ron Smith as appointed and approved by the Truckee Meadows Water Authority Board, term expiring 03/31/17.

Analysis:

The State Legislature created the Western Regional Water Commission as a new governance structure for regional planning of water resources. The Bill required the development and adoption of a comprehensive plan for the area over which the new commission had jurisdiction and addresses the supply of municipal and industrial water, quality of water, sanitary sewerage, and treatment of sewage and drainage of storm water.

1. I move to reappoint Council Member Charlene Bybee as a Western Regional Water Commissioner from Sparks City Council to the WRWC (term to expire March 31, 2018).

2. I move to jointly reappoint with the City of Reno: Sparks Mayor Geno Martini as the TMWRF Commissioner to the WRWC (term expires March 31, 2018).
