Committee Appointments.
Background:
The Western Regional Water Commission (WRWC) has been formed by a Joint Powers Agreement, approved by the City Council on January 22, 2008. The current WRWC Commissioners representing Sparks are Council Member Charlene Bybee (term expiring 03/31/16); Mayor Geno Martini representing the Joint Sparks/Reno appointment for the Truckee Meadows Water Reclamation Facility (TMWRF), term expiring 03/31/16; and Council Member Ron Smith as appointed and approved by the Truckee Meadows Water Authority Board, term expiring 03/31/17.
Analysis:
The State Legislature created the Western Regional Water Commission as a new governance structure for regional planning of water resources. The Bill required the development and adoption of a comprehensive plan for the area over which the new commission had jurisdiction and addresses the supply of municipal and industrial water, quality of water, sanitary sewerage, and treatment of sewage and drainage of storm water.

1. I move to reappoint Council Member Charlene Bybee as a Western Regional Water Commissioner from Sparks City Council to the WRWC (term to expire March 31, 2018).
2. I move to jointly reappoint with the City of Reno: Sparks Mayor Geno Martini as the TMWRF Commissioner to the WRWC (term expires March 31, 2018).
