Title: Discussion and possible action changing the city's alternate member to the Western Nevada Development District Committee from Ron Smith to Ron Schmitt.

Agenda Item Brief:

In November, 2014 the Council approved Ron Smith's membership to the Western Nevada Development District as the city's alternate member.  It has recently come to light that Ron Schmitt has been attending all of the committee meetings, and acting as the city's alternate member.  This council agenda would officially change the city council's appointment of Councilmember Smith to Councilmember Schmitt.



Background:

The Western Nevada Development District works with public and private entities to promote collaboration to address ecnomic development issues throughout the region.

WNDD is certified by the U.S. Economic Development Administration (EDA) as an Economic Development District (EDD) for a nine county region in western Nevada.  The nine counties include Carson City, Churchill, Douglas, Humbolt, Lyon, Mineral, Pershing, Storey and Washoe.

On September 24, 2012 the City Council voted to approve the City of Sparks’ membership in the Western Nevada Development District (WNDD).  In addition, the City Council appointed Council Member Ed Lawson as the elected representative to serve on the Board and Council Member Ron Smith as the alternate.  Kristopher Dahir has been appointed as a private citizen who is involved in business, industry, professions or education for a two year term.

Board members serve by appointment of the City Council.  Term is two years.  Timely appointments to be made when City Council does their reorganization every November.



Analysis:

Membership on the Western Nevada Development District Committee is important to the city's economic development efforts and active membership of the city's appointed members is critical to that mission.  Formally modifying the council's appointment to the Western Nevada Development District Committee is needed.



Alternatives:

1)  The Council could make the recommended change and have Council Member Ron Schmitt serve as the alternate member on the Western Nevada Development District board.

2) The Council could give other direction.



Recommended Motion:

"I move to appoint Council member Schmitt to serve as the city's alternate member of Western Nevada Development District Committee."
