Background:

The Regional Planning Governing Board is responsible for regional planning policy issues and adopts the Regional Plan based on recommendations put forward by the Regional Planning Commission. The Board has ten members: three from Washoe County; four from the City of Reno; and three from the City of Sparks.

Analysis:

The City of Sparks' three appointments to the Regional Planning Governing Board are staggered, three-year terms. Each appointee is an elected official; the current members are Mayor Geno Martini, Council Member Ed Lawson, Council Member Charlene Bybee and Council Member Ron Smith as an alternate. Council Member Ron Smith's term expires on January 30, 2016 and he wishes to seek reappointment as an alternate on the Regional Planning Governing Board.
