Title: Consideration and possible approval to negotiate an agreement with Truckee Meadows Water Authority and to accept a grant in the amount of $99,835.40 for the purchase of material used for turf reduction at several park locations around the City.

Recommendation: Staff recommends the City Council accept this grant in the amount of $99,835.40 and negoiate an agreement with Truckee Meadows Water Authority.
Financial Impact: $99,835.40. The in kind match, of supplying labor and equipment, in the amount of $99,835.40 will consist of approximately 75% labor costs ($74,876.55) to be charged to Program 130520 Parks Maintenance, Account No. 601010 Base Salary and Wage; and approximately 25% ($24,958.85) to equipment which the City already has.

Agenda Item Brief:

.   The City of Sparks has been approved to receive $99,835.40 in grant funds from Truckee Meadows Water Authority for the purchase of material used to reduce turf in several areas around the City. This is a program that will take place over two years, and requires in kind match from the City in the form of labor and equipment. The material includes decomposed granite, irrigation supplies, bushes, shrubs or trees.  The Parks and Recreation Commission considered this item at its meeting on November 18, 2015 and recommended acceptance of the grant and implementation of the turf reduction program.



Background:

Truckee Meadows Water Authority approached the City and offered grant funding for the removal of turf to reduce domestic water usage. Staff looked at the different areas around the City and came up with a list of possible locations. This list was shared with the Parks and Recreation Director who helped to finalize that list. A presentation was made to the Parks Commission in which there was a unanimous approval of the plan. The final application was submitted to Truckee Meadows Water Authority which has been approved.

The conditions for this grant money are as follows:

  1. The monies are to be used to purchase materials.
  2. The City of Sparks is responsible for the labor, and equipment used in this project.
  3. The monies will be reimbursed after the work is completed and approved by Truckee Meadows Water Authority.

The total turf reduction is estimated at 4.58 acres. I estimate a savings of approximately 37,964 gallons of water per day, and anticipate that this will be a two year project.



Analysis:

This project will benefit the City by reducing our domestic water use, by reducing the labor hours required to maintain these areas, and by preserving our natural resources.



Alternatives:

None.



Recommended Motion:

I move to accept the grant in the amount of $99,835.40 for the purchase of material used for turf reduction at several park locations around the City and direct staff to negotiate an agreement with Truckee Meadows Water Authority.
