Agenda Item Brief: Council member Ron Smith, upon hearing that the follow-up work to this ordinance finds the changes made at the meeting leave the City with a 6% differential between Ward 3 and 4, asked for a reconsideration of this item at the October 10, 2011 City Council meeting. Councilman Smith was on the prevailing side of this vote.
Background: At the September 26, 2011 Sparks City Council meeting, the Council voted to approve the proposed map as reflected in the staff report with a modification of moving one neighborhood from Ward 3 to Ward 4. Staff has analyzed the proposal and found that moving the neighborhood of over 200 people from Ward 3 to Ward 4 causes the population of Ward 4 to be 6.5% greater than the population of Ward 3. These changes are reflected on the attachment titled "Redistricting Plan 1C - MOD." The newly adopted ward boundaries exceed the established maximum five percent between the highest and lowest populated wards. Staff has attached two maps (Redistricting Plan 1C and Redistricting plan 1F) for consideration. Map 1C was the map submitted for the September 26, City Council meeting and therefore does not include the modification proposed at the public hearing. Staff has identified a method to include the respective neighborhood into Ward 4, ensuring all land within the "Vistas" Home Owner's Association is within one ward. Staff has developed a new map (Redistricting Plan 1F) which complies with the maximum five percent deviation of population between wards and moves the residential neighborhood identified by the Council at the public hearing from Ward 3 to Ward 4. To institute the change discussed at the public hearing, staff is proposing other modifications so the population criterion is complied with: -Moving the area south and west of East Greenbrae Dr, north of Prater Way, from Ward 3 to Ward 5; and -moving the area at the southeast corner of Sparks Boulevard and Baring Boulevard from Ward 5 to Ward 3. *these proposed changes are reflected in Redistricting plan 1F.
