Recommendation: That the City Council approve and accept the FFY11 EMPG funds for continuance of the city’s on-going emergency management efforts.

Agenda Item Brief: Consideration and possible acceptance of a EIGHTY THOUSAND TWO HUNDRED TWENTY FIVE DOLLARS ($80,225) Emergency Management Performance Grant (EMPG) from the State of Nevada’s Division of Emergency Management to supplant 50% of selected City general fund salaries and expenditures related to emergency management efforts during Federal Fiscal Year 2011 grant performance period October 1, 2010 ending March 31, 2012.
Background: On August 29, 2011, the State Division of Emergency Management awarded the City a FFY11 (Federal Fiscal Year) Emergency Management Performance Grant in the amount of $80,225 pending City Council approval and acceptance. The city would match this amount from in kind monies spent in selected general fund salaries and services and supplies relating to emergency management efforts during federal fiscal year 2011, with the performance period ending March 31, 2012.
Analysis: The Emergency Management Performance Grant (EMPG) provides 50% of approved funding levels for approved emergency management duties associated with emergency management efforts. As a result of the city demonstrating a commitment to emergency management efforts, FFY05, FFY06, FFY07, FFY08, FFY09, and FFY10, EMPG funding was awarded at the rate of 100% of the amount requested.
Alternatives: 1. The City Council could choose to approve the FFY11 EMPG funding award supplanting 50% of selected city general fund related to emergency management efforts. 2. The City Council could choose to reject the FFY11 EMPG funding award and absorb 100% of expenses related to emergency management efforts in the general fund.
Recommended Motion: “I move to approve the acceptance of the State’s Division of Emergency Management Emergency Management Performance Grant (EMPG) for the federal fiscal year grant performance period ending March 31, 2012 in the amount of $80,225.”
