Recommendation: Operating Engineers Local Union No. 3 to change the job title of Wastewater Systems Analyst to Control System Programmer.

Agenda Item Brief:

The Operating Engineers Local Union No. 3 Non-Supervisory Contract must be amended to allow a job title change. The change proposed is as follows: Wastewater Systems Analyst changed to Control System Programmer. This can be accomplished through a Memorandum of Understanding (MOU).

Background:

The title of Wastewater Systems Analyst is a unique title which is not commonly used in the industry. This makes it difficult to recruit for qualified applicants because the nomenclature is not widely recognized. Therefore, it is recommended that the title be changed to a more standard job title, Control System Programmer. The department feels this better describes the actual work performed and it will be more familiar to potential job applicants with the requisite skills to perform the work. Community Services and Human Resources is recommending approval of a MOU with the Operating Engineers Local Union No. 3 to change the contract, Appendix A to reflect the change in title of the Wastewater Systems Analyst position to Control System Programmer.

Alternatives:

1. The City Council may approve the classifications and the Memorandum of Understanding to change the Operating Engineers Local No. 3 Non-Supervisory Contract and Appendix A.

2. The City Council may not approve classifications and the Memorandum of Understanding to change the Operating Engineers Local No. 3 Non-Supervisory Contract and Appendix A.

3. The City Council may choose not to approve classifications and the Memorandum of Understanding to change the Operating Engineers Local No. 3 Non-Supervisory Contract and Appendix A, but may provide other direction to City staff.

Recommended Motion:

The City Council approves Memorandum of Understanding with Operating Engineers Local No. 3.
