Agenda Item Brief:

Consideration and possible approval of a contract for the Gym Floor Replacement Project, Bid# 15/16-007, to Floorcraft LLC., in the amount of $176,495.  The gym floor at the Alf Sorensen Recreation Center has become deformed and buckled in various areas throughout the floor because of moisture infiltration caused by the lack of a vapor barrier, inadequate expansion joint around the perimeter of the floor, and moisture from the hillside on the north side of the building.  This project will replace the existing gym floor and add a vapor barrier that will prevent future moisture damage.  Staff recommends approval.



Background:

Alf Sorensen Community Center was constructed in 1981 with several remodels completed in the building since original construction.  The original gym floor was a rubberized floor placed directly on the slab which did not include a vapor barrier between the concrete slab and the floor.  In the late 1990’s the decision was made to install a maple wood floor on top of the existing rubberized floor.  Wood floors are more forgiving and ultimately react more efficiently to the ball and the players.  It also has a better aesthetic appeal and is one of the nicest gyms within the Truckee Meadows.  About five years ago the floor began showing signs of cupping and buckling that would come and go, but eventually continued to deteriorate to a point that it could no longer return to its original shape.  Some of the buckling has caused a potential tripping hazard, and it became clear that the existing flooring material requires replacement.

About a year and a half ago the maintenance and engineering staff began to investigate possible causes of the moisture to prevent this from happening once a new floor is installed.  We found that the north wall of the building was a retaining wall that was improperly drained at the base of the footing, which was amplified by an improperly drained hillside that slopes toward the wall.  We also found that there was no vapor barrier installed beneath the wood floor.  It appears the installers assumed the old rubber floor would provide enough moisture resistance.  The City has since corrected the moisture infiltration problem on the north side of the building, a two layer vapor barrier will be installed, and a substantial expansion gap will be provided when the new floor is installed.  



Analysis:

This bid provides for the labor and materials required to remove and dispose of the existing gym floor and rubber cove base, along with the installation of a two layer waterproof membrane, a new ¾” maple sports floor system, new rubber cove base, and a final finish and striping of the floor.

The project was advertised in the Reno Gazette Journal on September 9, 2015 and digital copies were distributed to local plan rooms.   One (1) bid was opened at City Hall on September 23, 2015.  The Base Bid result was for $176,495.  The contract amount includes a force account of $20,000 to correct unforeseen conditions, if required.  The bid is within the estimated cost and budget allocated for the project.  Floorcraft LLC is the lowest responsive and responsible bidder for this project with a base bid amount of $176,495.  A bid recap is given below for Council’s review.
