The Fire Department is seeking approval to purchase additional Self Contained Breathing Apparatus (SCBA) and related equipment. Funding for this purchase is provided through the award of a 2013 U.S. Department of Homeland Security Assistance to Firefighter Grant. The total purchase amount is $61,439.00 of which the federal share is $50,827.99, the grant match is $5,647.89, and $4,964.12 will be covered by Fire Department account 100404-603445. This agenda item covers the purchase all SCBA equipment listed in the amendment (see attached).
Background:
In 2013 the Fire Department applied for an Assistance to Firefighters Grant (AFG) through the Department of Homeland Security. This grant is an amendment to the original grant application. This original application was in response to a recognized problem with the Department’s current SCBA inventory which was not compliant with the most current version of the National Fire Protection Association (NFPA) 1981 standard. The AFG grant was awarded on June 6, 2014 and approved by City Council on June 9, 2014.
All equipment on the original grant have been purchased, and due to favorable pricing, funds remained. An amendment was submitted to FEMA requesting permission to utilize these funds for additional purchases and to extend the grant’s performance period. On August 20, the Fire Department was notified that this amendment had been approved.
This agenda item outlines a request to purchase the SCBA equipment listed in this amendment. This equipment consists of face pieces, regulators, Rapid Intervention Team packs, and a face piece fit test machine. Total cost of this equipment is $61,439.00 (see attached quotes from Municipal Emergency Services Inc.).
Analysis:
This grant has given the Fire Department the ability to upgrade one of the most critical safety components of personal protective equipment - the self-contained breathing apparatus (SCBA). The equipment obtained in the original grant and the amendment has allowed the Department to replace approximately 95% of its SCBA inventory. This equipment enhances personnel safety and provides for interoperability with regional partners.
Alternatives:
1. City Council may choose not to approve of this purchase.
Recommended Motion:
Approve the purchase of Scott Safety SCBA equipment from Municipal Emergency Services Inc. in the amount of $61,439.00
