Title: Consideration and possible approval of the 2015 Annual Operating Plan (AC-5136) between the Sparks Fire Department and the Bureau of Land Management.

Recommendation: The recommendation is for Council to approve the 2015 Annual Operating Plan between the Sparks Fire Department and the Bureau of Land Management.

Agenda Item Brief:

The Annual Operating Plan is an addendum to the Cooperative Fire Protection Agreement between the City of Sparks Fire Department and the Bureau of Land Management.  It is intended to identify and define the operational aspects of the cooperative agreement and provide an opportunity to update information in regards to agency contacts, reimbursement rates, radio frequencies or policy and procedural changes that may have occurred during the past year.



Background:

The Sparks Fire Department maintains cooperative agreements with local, state, and federal fire agencies to provide resources to assist each other with emergencies that exceed the capabilities of a single agency.

The current Cooperative Fire Protection Agreement with the Bureau of Land Management was negotiated in 2014, and provides the Fire Department the ability to give and receive mutual aid.  It also serves as a billing mechanism for fires on the Bureau of Land Management’s jurisdiction outside of the agreed upon areas and on the jurisdictions of the United States Forest Service, Bureau of Indian Affairs, US Fish and Wildlife Service, and the National Park Service.

The 2015 annual operating plan will take effect once approved by the Sparks City Council and the Bureau of Land Management Carson Ranger District.

If approved by the Council, the 2015 Annual Operating Plan will be sent to the Bureau of Land Management Carson Ranger District for their signatures.



Analysis:

The Annual Operating Plan with the Bureau of Land Management is reviewed each year (not later than April 1st).  This review provides an opportunity to update information, as needed, in regards to agency contacts, reimbursement rates, radio frequencies or policy and procedural changes that may have occurred during the past year.  The Annual Operating Plan does not change the negotiated terms of the Cooperative Fire Protection Agreement.



Alternatives:
  1. Council can choose to not approve the 2015 Annual Operating Plan between the Sparks Fire Department and the Bureau of Land Management.
  2. Council can accept the recommended motion.


Recommended Motion:

Move to approve the 2015 Annual Operating Plan between the Sparks Fire Department and the Bureau of Land Management.
