Title: Consideration and possible approval of the purchase of one cab and chassis from Silver State International in the amount of $140,573.56.

Recommendation: Staff recommends that Council approve this purchase of one cab and chassis.
Financial Impact: $140,573.56 This purchase was programed for in the FY 2015 vehicle replacement budget. The fund will be reimbursed 95% for this purchase from a Federal CMAQ grant through the State of Nevada for air quality.

Agenda Item Brief:

Equipment Services is requesting authorization to spend $140,573.56 to purchase one cab and chassis that will be a replacement for #521.



Background:

A 1997 a ten yard dump truck, #521,  has reached the end of its life cycle. Equipment services intends to utilize this cab and chassis as a “hook” platform as a basis to convert underutilized fleet equipment including a dump body, a sand spreader, a brine applicator, and a flatbed to modules that can be hoisted onto this truck. This would allow some fleet reductions and save costs.

During the current fiscal year, approved by Sparks City Council on February 9, 2015, we were able to procure grant funding not to exceed $125,000 to assist in the purchase of this cab and chassis. The final impact to the vehicle replacement fund should not exceed $15,573.56.



Analysis:

In sourcing these vehicles, if approved, the City would be using the joinder provision allowed under NRS 332.195, and purchasing these vehicles utilizing the City of Truckee vehicle bid. Utilizing existing bids have historically been the most competitive. Utilizing the “joinder” provision allows the City to precisely define the vehicles needed while foregoing the need to formally bid the item.



Alternatives:
  1. Council could approve this purchase as outlined by staff.
  2. Council could deny this purchase.
  3. Council could direct staff to provide alternatives to this purchase.


Recommended Motion:

I move to approve this purchase of a cab and chassis from Silver State International in the amount of $140,573.56.
