Title: Consideration and possible approval of the purchase of a sewer cleaning truck from Atlantic Machinery, Inc. and Municipal Maintenance Equipment for the sum of $334,871.00

Recommendation: I reccomend that the Council approve the purchase of a Vac-Con truck from Atlantic Machinery, Inc. and Municipal Maintenance Equipment
Financial Impact: $10,000 to the Muni Self-Insurance Fund 1707. This purchase is expected to be fully reimbursed with the exception of the $10,000 deductible.

Agenda Item Brief:

Equipment Services is requesting authorization to spend $334,871.00 to replace 519B; a 2006 sewer cleaning truck with 40,689 miles that was severely damaged in an accident on August 19, 2014.



Background:

The sewer/storm drain cleaning truck is an essential tool that is used on a daily basis to maintain the Cities’ infrastructure.

The Vac-Con being replaced was severely damaged in an accident that occurred on August 19, 2014. The vehicle was taken to Municipal Maintenance Equipment in Sacramento to be inspected by factory technicians and the insurance representative to determine the cost of repairs. The insurance adjuster decided that the vehicle was a total loss. We will be reimbursed the costs to replace the vehicle minus the deductible and the salvage or "trade in" value.



Analysis:

Currently the City owns five similar vacuum type sewer cleaning trucks. The City of Sparks has several other sewer maintenance trucks that Vac-Con has built, and they have performed well. This translates to fleet having to stock fewer parts, and our technicians already being familiar with the equipment. . This truck meets all of the standards that are set by FHA, and EPA.

In sourcing the vehicle, if approved, the City would be using the joinder provision allowed under NRS 332.195 and purchasing the vehicle utilizing the National Joint Powers Alliance Contract No. 022014-AMI.  Utilizing the “joinder” provision allows the City to precisely define the vehicle needed while foregoing the need to formally bid the item.



Alternatives:

1. Council could approve this purchase as outlined by staff.

2. Council could deny this purchase.

3. Council could direct staff to provide alternatives to this purchase.



Recommended Motion:

I move to approve the purchase of one 2014 International/Vac-Con truck from Atlantic Machinery, Inc. and Municipal Maintenance Equipment for the sum of $334,871.00.
