Recommendation: Staff recommends that the City Council approve a contract to Q&D Construction for the Mary Wahl Storm Drain Project in the amount of $680,860.
Financial Impact: $680,860 in Storm Drains Capital Fund 1641. $545,035 will come from approved FY14 CIP 14-6806 Mary Wahl Area 8 Drain Piping. $135,825 to cover the shortfall will come from FY15 CIP 15-6691 Annual Storm Drain Rehab where $350,000 of budget authority is available.

Agenda Item Brief: Consideration and possible approval of a contract to Q&D Construction for the Mary Wahl Storm Drain Project in the amount of $680,860. This project will install 815 feet of reinforced concrete box within an existing open ditch section of the Mary Wahl Drain between Greg Street and Coney Island Drive. Staff recommends approval.


Background:

The Mary Wahl Drain historically routed excess irrigation water back to the Truckee River. As farmland was developed the existing irrigation ditch facilities began to also be used for urban storm drainage. The Mary Wahl drainage system collects and conveys storm runoff from the western portion of Sparks, beginning as far north as Wildcreek Golf Course. The vast majority of the existing open ditch has been piped; however an open portion still exists within the industrial area of Sparks near the Truckee River. Piping of this section of ditch was identified as a recommended project by the City of Sparks Stormwater Basin Master Plan (Atkins, 2011). The project is included on the approved FY13/14 CIP.



Analysis:

Project design and easement acquisition were completed for this project in FY 13/14. The Mary Wahl Storm Drain project Notice to Bidders was advertised on July 30, 2014, with bids received on August 19, 2014. A total of six bids were received as outlined in the chart below. No discrepancies were noted in the bids received. Q&D Construction was the low bidder at $680,860. The engineer’s estimate for this project was $650,000.

Recommended Motion: I move to approve the contract to Q&D Construction for the Mary Wahl Storm Drain Project in the amount of $680,860.
