Title: Consideration and possible acceptance of a donation from The E.L. Cord Foundation in the amount of $15,000.00 for the Sparks Police Reserve Program (for possible action).

Agenda Item Brief: The E.L. Cord Foundation wishes to make a donation of $15,000.00 to the Sparks Police Department. This money is to be used to partially fund the start up costs of our new reserve program.


Background: The Sparks Police Department is continually evaluating its staffing and procedures to maintain and increase efficiency within the resources afforded to us. Over the past several years the cuts to staffing at the Sparks Police Department have made maintaining a high level of service difficult. In response, the Police Department has determined that initiating a Police Reserve Program would be beneficial for the citizens of Sparks and the Police Department. A reserve program would provide increased officer staffing at a fraction of the cost of full time officers. In the current economic environment there are many individuals who have received full policy academy training but have not found employment at any police agency. These individuals are in search of ways to keep their police certification active while looking for employment. Status as a reserve officer is one way to keep their police certification active. The start-up costs for this program are substantial due to equipment and uniform needs. The Police Department requested funds from the E.L. Cord Foundation to assist with these costs. The E.L. Cord Foundation has generously approved a grant of $15,000.00 for this purpose. I request approval and acceptance of the $15,000.00 grant from the E.L. Cord Foundation to assist with the start-up costs of the Sparks Police Reserve Program.

Analysis: Pursuant to Section 2.090 of the Sparks City Charter, the City of Sparks may acquire personal property or gifts. The City of Sparks may accept the donation to the Sparks Police Department.

Alternatives: Council may not accept this grant and fund the reserve program out of police department general fund.

Recommended Motion: It is recommended that the City Council accept the donation of $15,000.00 from The E.L. Cord Foundation.
