Financial Impact: $84,974 will be allocated to WCHSC grantees to provide public services including homelessness prevention, community strengthening, and health and well-being. In previous years, these grants have been funded by Community Development Block Grant (CDBG). However, as approved by City Council on January 24, 2011, funding will now be available from the general fund, Account #603125, KSA #059040, Program #059040.

Agenda Item Brief: This agenda item requests Council approval to enter into agreements to provide grant funding to non-profit organizations that will provide public services including homelessness prevention, community strengthening, and health and well-being.


Background: Since 1994, the Cities of Sparks and Reno have collaborated with Washoe County to conduct a single, annual grant-making process for allocation of Community Development Block Grant (CDBG) and other community support funding to non-profit organizations providing a variety of services to the community. This partnership, called the Washoe County Human Services Consortium (WCHSC), employs a process that includes numerous public meetings and hearings. Funding recommendations for these grants are made by a Human Services Advisory Board (HSAB) consisting of community members appointed by each jurisdiction. Final approval is granted by the Triumvirate, a governing board comprised of a Council member from Reno, a Council member from Sparks and one Washoe County Commissioner. Historically, funding has been provided to non-profit organizations that provide public services in benefit categories such as basic needs, advocacy, prevention and intervention, community strengthening, health and well-being and child care. The beneficiaries are low and moderate income individuals and families of Reno, Sparks and Washoe County. Each grantee has a set of quarterly measurable outcomes that they are held accountable for. City staff monitors performance of the grantees to ensure that public funds are used prudently and that goals are being met.

Analysis: In fiscal year 2011-2012, due to delays in determining available funding, the WCHSC will renew the grants it awarded in the previous year, instead of going through the normal application process. In FY11-12, the City of Sparks is asked to provide a total of $84,974 to the following non-profit organizations and programs: HAWC Community Health Center $28,426 The Dental Access for Uninsured Children Program provides affordable dental services to uninsured, low/moderate income children who live in Sparks, Reno or Washoe County. Services are provided out of the HAWC dental offices located inside the HAWC Community Health Center on South Wells Avenue in Reno. Washoe Legal Services $28,246 The Homeless Prevention Program provides free legal assistance to low/moderate income residents of Sparks, Reno and Washoe County to assist in cases of landlord-tenant disputes, with the primary goal of avoiding immediate eviction and homelessness. Planned Parenthood Mar Monte $14,848 The Teen Success Program supports pregnant and parenting teen mothers in acquiring life skills and continuing their education to become self sufficient. Teen Success Program focuses on improving quality of life by enhancing life skills - skill building, leadership development, independent living, violence reduction and literacy. St. Mary’s Foundation $13,454 Kids 2 Seniors Korner Program provides referral services to residents of low/moderate income residents of Sparks, Reno and Washoe County, with particular focus on children and the elderly. Every week, a team goes to a neighborhood to survey residents’ needs for healthcare and other mainstream resources. Referral and follow-ups are provided to qualifying individuals.

Alternatives: Council could reject or amend staff’s recommendation, or provide further direction.

Recommended Motion: I move to approve the public services grants funded by the City of Sparks through the Washoe County Human Services Consortium (WCHSC) for Fiscal Year 2011-2012, retroactive to July 1, 2011.
