Title: Consideration and possible approval of the abandonment of three (3) parcels of land. The First Parcel being approximately 5,418 square feet being a portion of the West 90 feet of Lots 38 39, 40, 41, AND also being a portion of the South 60 feet of Lots 35, 36, 37, and a 10 foot Alley and also being a portion of the East 95 feet of an 18 foot alley in Block “B” as shown on Tract Map 20., also being The Amended Map Of East Reno Heights filed in the office of the County Recorder, Washoe County, State of Nevada on December 10, 1904. A Second Parcel being approximately 969 square feet being a portion of the North 101 feet of a North –South 10 foot Alley in Block “B” as shown on Tract Map No. 20, also being the Amended Map of East Reno Heights filed in the office of the County Recorder, Washoe County, State of Nevada on December 19, 1904. A Third Parcel being approximately 785 square feet being a portion of the East-West 18 foot Alley in Block “B” as shown on Tract Map No. 20, Also being the Amended Map of East Reno Heights, filed in the office of the County Recorder, Washoe County, State of Nevada on December 10, 1904.

Recommendation: Staff recommends Council approve the abandonments as submitted by Staff.

Agenda Item Brief: Consideration and possible approval of a request from Northern Nevada Community Housing Resource to abandon an approximate 785 square foot section of “D” Street right of way granted to the City as Dedicated Tract Map 20 And two (2) alleys adjacent to his property as further described in the Attached Exhibits “A” and “B”. Staff recommends approval.


Background: The width of “D” Street right of way is 60 feet. Northern Nevada Community Housing Resource, as the adjacent property owner of the property located at 2555 “D” Street, has requested the abandonment of 785 square feet of “D” Street adjacent to his existing property. The property requested for abandonment is all located behind the curb line and the sidewalk. Northern Nevada Community Housing has also requested the abandonment 969 feet of alley adjacent to the west of his property, and the abandonment of 5,418 square feet of a second alley to the South and East of their property.

Analysis:

Staff recommends the Council approve the abandonment request from Northern Nevada Community Housing to vacate approximately 785 square feet of the portion of “D” Street, as described in the attached Exhibit “A” and as depicted in the attached Exhibit “B”. Staff further recommends the Council approve the abandonment of the 969 square foot of the alley to the West of their property, and the 785 square feet of the alley to the South and East of their property. As both alleys are described in the attached Exhibits “A” and depicted in the attached Exhibits “B”.  The abandonments of the road right of way and the two (2) alleys will facilitate the reconstruction and landscaping of the property for low income housing, as well as returning approximately 7272 square feet to the tax rolls.



Alternatives: 1. The City Council could approve the abandonments as outlined by staff. 2. The City Council could reject the abandonments and provide direction to the city manager. 3. The City Council could direct the City Manager to provide alternatives to this proposal

Recommended Motion: I move to approve the vacations of a portion of “D” Street and the two alleys as outlined by Staff.
