Agenda Item Brief: City Staff is asking the City Council to approve an Outdoor Dining And Encroachment Permit for Role Model, LLC D/b/a the “B” Street Café located at 916 Victorian Avenue.
Background: The “B” Street Café is a former Redevelopment property approved for sale by the Redevelopment Agency of City of Sparks on November 26, 2012 to Louderback Properties of Nevada, LLC. The property is described as Tract Map # 106, being Lots 4 and 5 of Block 2 Robison Addition to East Reno. The encroachment will extend 15 feet into the road right -of-way and extend the length of the two (2) 25 foot lots for a total of 750 square feet. The Outdoor Dining and Encroachment Permit has been revised to include annual approval by the City Council, an annual rent payment consistent with the City’s fiscal year, presentation of a Certificate of Insurance and Workman’s Compensation at the time of the annual Permit application, and the elimination of seasonal closures.
Analysis: Staff recommends Council approve the request from Role Model, LLC D/b/a as the “B” Street Cafe. The “B” Street Café has been successfully operating since its purchase and now wishes to expand its operations 750 square feet by use of the Outdoor Dining and Encroachment Permit. The area for the B Street Dining and Encroachment Permit is presented in the attached vicinity map.
Alternatives:
1. The City Council could approve the Outdoor Dining And Encroachment Permit as outlined by staff.
2. The City Council could reject the Outdoor Dining And Encroachment Permit and provide direction to the City Manager.
3. The City Council could direct the City Manager to provide alternatives to this proposal.
Recommended Motion: I move the City Council approve the Outdoor Dining and Encroachment Permit for the "B" Street Cafe.
