Title: Consideration and possible approval of a Memorandum of Understanding (MOU) between the City of Sparks and Operating Engineers Local Union No. 3 Supervisory to make changes to annual and sick leave increments and to add language mistakenly omitted in the last contract in the Emergency Communication Dispatcher/Specialist Overtime.

Recommendation: The City Council approves the Memorandum of Understanding (MOU) with the Operating Engineers Local Union No. 3 Supervisory to approve the annual and sick leave increment changes and the addition of the overtime language to Emergency Communication Dispatcher/Specialist Overtime.

Agenda Item Brief:

The new time keeping system has the ability to account for time increments smaller than half hour. The current contract only allows employees in this group to take time annual and sick leave in half hour increments which is no longer an effective way to account for time. In the last contract the sign up for overtime in Emergency Communication Dispatcher/Specialist Overtime was mistakenly omitted from the current contract.

Analysis:

Annual and Sick Leave Changes

The City of Sparks is currently implementing an electronic timekeeping system. This system allows the City to account for time in smaller increments than a half hour. This change will allow employees to use time in less than half hour increments making the timekeeping system more effective and accurate for the City and the employee.

Emergency Communications Dispatcher/Specialist Overtime:

The following sentences were mistakenly omitted from the last contract due to a clerical error. The City and the Union are asking the language be added back into the contract to clarify who gets offered overtime in Emergency Communications.

All sign up overtime, including Special Events, will be offered by seniority. There is a there (3) day limit to “bump” a lower seniority Employee form the sign-up.



Alternatives:

1. The City Council may approve the Memorandum of Understanding with Operating Engineers Local No. 3. Supervisory

2. The City Council may not approve the Memorandum of Understanding to change the Operating Engineers Local No. 3. Supervisory

3. The City Council may choose not to approve the Memorandum of Understanding with the Operating Engineers Local No. 3 Supervisory, but may provide other direction to City staff.



Recommended Motion: The City Council approves Memorandum of Understanding with Operating Engineers Local No. 3.
