Agenda Item Brief: The City of Sparks Parks and Recreation Department provides enrichment activities, program ideas and resources for planning programs specific to site needs. Programming occurs from school release until 6:00 p.m. on all school days. The grant reimburses the City for the part-time salaries dedicated at these sites per the attached agreements.
Background: During the 2003/04 school year, we began our partnership with Agnes Risley Elementary School who was a recipient of the 21st Century Community Learning Centers Grant. We provided and continue to provide enrichment activities during the school’s Twilight Academy after school, on all school days. Enrichment activities vary from art, dance to sports and self esteem builders as well as homework support time. During the 2007/08 school year, Lincoln Park, Alice Maxwell, Robert Mitchell and Kate Smith Elementary Schools were accepted into the grant program. Therefore, in 2011/12, the grant will continue to reimburse the city for the part-time salaries provided by the Parks and Recreation Department at all five school sites listed above. This contract is in its fifth year of a five year grant that is reviewed on an annual basis at 4 schools and in its third year of a second five year contract at Agnes Risley. The current schedule of service is August 29, 2011 through March 2, 2012.
Analysis: This collaboration continues to be a win-win for all parties involved. Participation increases as services are made affordable at these at-risk school sites. Staff does not anticipate any other schools in Sparks to join the program due to the eligibility requirements. The individual agreements total $42,863.00 (Forty Two Thousand Eight Hundred Sixty Three Dollars) for FY11/12. Finance staff submits personnel costs to the Washoe County School District for reimbursement to the city.
Alternatives: The Council may elect not to accept the grant.
