Title: Consideration and possible approval to add the position series of Systems Analyst, GIS I/II and Systems Analyst Senior, GIS and associated salary ranges to the Management, Professional, and Technical Resolution, Appendix A and to reclassify one existing Systems Analyst, I/II position to a Systems Analyst Senior, GIS position in the complement for Community Services.

Recommendation: The City Council approve the addition of the position series of Systems Analyst, GIS I/II and Systems Analyst Senior, GIS with associated salary ranges to the Management, Professional, and Technical Resolution, Appendix A and to reclassify one existing Systems Analyst, I/II position to a Systems Analyst Senior, GIS position in the complement for Community Services.
Financial Impact: No financial impact anticipated for three fiscal years. The maximum salary for the existing Systems Analyst, I/II position in the complement is greater than the minimum salary for the Systems Analyst Senior, GIS position as proposed. A new hire entering at the minimum salary with the complement change is not projected to surpass the salary paid to the outgoing Systems Analyst, II employee for approximately 3 years.

Agenda Item Brief: This proposal requests a complement change in Community Services, and at the same time the Mid-management, Professional, and Technical Resolution must be amended to add the position series of Systems Analyst, GIS I/II and Systems Analyst Senior, GIS and associated salary ranges.


Background:

This is a request to approve the addition of the job series of Systems Analyst, GIS I/II and Systems Analyst Senior, GIS, and the associated salary ranges in the Management, Professional, and Technical Resolution and Appendix A. After reviewing the job description, it has been determined that the duties in the Systems Analyst series differ significantly from the duties of an employee assigned to the specialization of Geographic Information Systems (GIS). Therefore, the department believes it warrants a separate series of job titles, job descriptions, and job expectations, although the salary ranges will remain consistent respective to the counterpart positions in the System Analyst series. Furthermore, turnover in the Systems Analyst II position for the individual responsible for GIS brought to light the need for a replacement employee with a high level of technical skills in this area of specialty, and the ability to manage projects and supervise others. The department believes that the Systems Analyst Senior, GIS job level is much more representative of the level of work required.



Analysis:

By making these changes there is no alteration in the language in the current Agreement, but will require changes to "Appendix A – Management Job Class and Salary Wage Ranges" as follows: Job Title Addition and Classification of Salary Range Systems Analyst, GIS I Salary: $50,024 - $65,062 Systems Analyst, GIS II Salary: $55,099 - $71,386 Systems Analyst Senior, GIS Salary: $63,794 - $87,277 Attached is the updated Appendix A – Management Job Class and Salary Wage Ranges.



Alternatives:

1. The City Council may approve to add the position series of Systems Analyst, GIS I/II and Systems Analyst Senior, GIS with associated salary ranges to the Management, Professional, and Technical Resolution, Appendix A and to reclassify one existing Systems Analyst, I/II position to a Systems Analyst Senior, GIS position in the complement for Community Services as presented by staff.

2. The City Council may not approve to add the position series of Systems Analyst, GIS I/II and Systems Analyst Senior, GIS with associated salary ranges to the Management, Professional, and Technical Resolution, Appendix A and to reclassify one existing Systems Analyst, I/II position to a Systems Analyst Senior, GIS position in the complement for Community Services. as presented by staff.

3. The City Council may not approve to add the position series of Systems Analyst, GIS I/II and Systems Analyst Senior, GIS with associated salary ranges to the Management, Professional, and Technical Resolution, Appendix A and to reclassify one existing Systems Analyst, I/II position to a Systems Analyst Senior, GIS position in the complement for Community Services as presented by staff, and may provide other direction to the City Manager.



Recommended Motion:

I move to approve the addition the position series of Systems Analyst, GIS I/II and Systems Analyst Senior, GIS with associated salary ranges to the Management, Professional, and Technical Resolution, Appendix A and to reclassify one existing Systems Analyst, I/II position to a Systems Analyst Senior, GIS position in the complement for Community Services.
