Recommendation: The City Council approves the addition of the newly created job family classifications of the Parks Maintenance Worker, Streets Maintenance Worker, Traffic Maintenance Worker, Utilities Maintenance Worker, Facilities Maintenance Worker and Community Appearance Maintenance Worker series and eliminate the generic positions of the Maintenance Worker I/II/III in the Community Services Department; and, make the appropriate classifications and personnel complement changes.

Agenda Item Brief:

Community Services and Human Resources recommend the addition of six newly created titles and the elimination of the Maintenance Worker I/II/III series title in the Community Services Department; and make the appropriate personnel complement changes to include reclassifying the current Maintenance Workers I/II/III/IV into the newly created positions of Parks Maintenance Worker, Streets Maintenance Worker, Traffic Maintenance Worker, Utilities Maintenance Worker, Facilities Maintenance Worker and Community Appearance Maintenance Worker in Community Services. This change will result in no financial impact because these are title changes only.



Background:

In 2011, Community Services implemented pooled staffing, combining the titles of various positions into one title of Maintenance Worker. After much consideration and input from staff, it has been determined that the pooled staffing is less effective for the current needs of the department. Additionally, the generic Maintenance Worker job descriptions do not best represent the actual duties being performed by the staff. Therefore, the Department would like to return to a system of classifying maintenance workers by their specific job families. This change will also help the Department to realize increased clarity in designating staff to appropriate funds and tasks.

Parks Maintenance Worker I

Position Summary: Under direct supervision, perform semi-skilled work in the care and maintenance of parks, playing fields and other landscaped and recreation areas and park facilities; perform snow removal; this is the entry level of the Parks Maintenance Worker series

Parks Maintenance Worker II

Position Summary: Under general supervision, perform skilled work in the care and maintenance of irrigation systems, parks, playing fields and other landscaped and recreation areas and park facilities; perform snow removal; this is the skilled level of the Parks Maintenance Worker series

Parks Maintenance Worker III

Position Summary: Perform technical troubleshooting, installation, maintenance and repair of a variety of advanced irrigation systems, parks, playing fields and other landscaped and recreation areas and park facilities with little supervision; requires a technical knowledge of the parks systems components; this is the technical level of the Parks Maintenance Worker series, able to perform the full range of duties assigned with limited supervision

Parks Maintenance Worker IV

Position Summary: Perform highly skilled and technical installation, maintenance, troubleshooting and repair of a variety of advanced irrigation systems, Maxicom Central Control irrigation system software and hardware; ability to operate and maintain a variety of complex motorized equipment used in parks related projects; lead crews in the maintenance of parks, playing fields and other landscaped and recreation areas and park facilities; requires advanced technical knowledge of the parks systems components; this is the advanced and lead level in the Parks Maintenance Worker series, specializing in Maxicom maintenance and able to perform the full range of duties while providing work direction and training to park crews

Position Summary: Under direct supervision, perform and assist in a variety of routine labor in the construction, maintenance, repair and related activities of streets, sidewalks, easements and snow removal; this is the entry level class in the street maintenance worker series

Streets Maintenance Worker II

Position Summary: Under general supervision, perform and assist in a variety of routine labor in the construction, maintenance, repair and related activities of streets, sidewalks, easements and snow and ice control; this is the skilled level class in the street maintenance worker series expected to perform a wide range of essential duties

Streets Maintenance Worker III

Position Summary: Perform technical and routine labor in the construction, maintenance, repair and related activities of streets, sidewalks, easements and snow and ice control; operate and maintain a variety of complex motorized and heavy equipment used in the construction and maintenance of streets, underground pipelines and related projects; this is the skilled and technical level class in street maintenance expected to perform essential duties with limited supervision
