Recommendation: Staff recommends that the City Council award a contract to provide Inspection and Materials Testing Services for the North Truckee Drain Realignment Phase 1 Change Order 1 Project with Construction Materials Engineers, Inc. in the amount of $227,166.
Financial Impact: $171,415 in Storm Drains Capital Fund 1641. $12,000,000 was approved for Project 14-6820 North Truckee Drain Relocation Phase 1 in the FY14 CIP, of which $0 of budget authority remains. On October 14, 2013, City Council approved an agreement with Truckee River Flood Management Authority whereby Truckee River Flood Management will reimburse City of Sparks $4,750,000 for North Truckee Drain Relocation construction costs. The construction contract in the amount of $9,165,013 was awarded to Q&D Construction in the December 9, 2013 Council Meeting. Of that $9.165M amount, $4,750,000 is reimbursable from Truckee River Flood Management Authority.

Agenda Item Brief: Consideration and possible award of a contract to provide Inspection and Materials Testing Services for the North Truckee Drain Realignment Phase 1 Change Order 1 Project with Construction Materials Engineers, Inc. in the amount of $227,166. Construction of the North Truckee Drain Realignment Project will require a substantial amount of materials testing and inspection which is above the capabilities of city staff. Staff recommends approval.


Background: The North Truckee Drain Realignment Phase 1 Project was awarded to Q&D Construction at the December 9th, 2013 City Council meeting. At the March 10, 2014 City Council meeting Change Order 1 was approved with Q&D Construction to increase the project scope by an additional 597 linear feet of project. Work on the Change Order 1 project area is anticipated to begin as early as mid-May. Due to the scope of this project, a significant amount of materials testing (concrete, reinforcing rebar, pavement, and soil backfill) will be required. Additionally, the Contractor will be performing a significant amount of work on a 24-hour schedule to ensure project completion with a reduced amount of business impact. The Community Services Engineering division is not staffed nor equipped to provide the services required. Construction Materials Engineers, Inc (CME) is currently providing these services on the Phase 1 project; as such they were asked to provide a proposal to perform these services for the Change Order 1 portion. A scope of work was prepared based on the quantity of materials and proposed work schedule. Total anticipated cost for the services is $227,166.

Analysis: Materials Testing and Inspection services are a key component for successful construction of the North Truckee Drain Realignment project. These services will help insure that the project is constructed as desired, resulting in a long service life. CME is on the City of Sparks’ on-call materials testing and inspection list, and is currently performing these services on the Phase 1 portion of the project.

Alternatives: 1. City Council could accept the Inspection and Materials Testing Services contract as outlined by Staff. 2. City Council could reject the Inspection and Materials Testing Services contract and provide direction to the City Manager.

Recommended Motion: I move to award the contract to provide Inspection and Materials Testing Services for the North Truckee Drain Realignment Phase 1 Change Order 1 Project with Construction Materials Engineers, Inc. in the amount of $227,166.
