Financial Impact: $171,415 in Storm Drains Capital Fund 1641. $12,000,000 was approved for Project 14-6820 North Truckee Drain Relocation Phase 1 in the FY14 CIP, of which $0 of budget authority remains. On October 14, 2013, City Council approved an agreement with Truckee River Flood Management Authority whereby Truckee River Flood Management will reimburse City of Sparks $4,750,000 for North Truckee Drain Relocation construction costs. The construction contract in the amount of $9,165,013 was awarded to Q&D Construction in the December 9, 2013 Council Meeting. Of that $9.165M amount, $4,750,000 is reimbursable from Truckee River Flood Management Authority.

Agenda Item Brief: Consideration and possible award of a contract to provide Engineering Services related to future phases of the North Truckee Drain Realignment Project and Phase 1 construction support with HDR Engineering, Inc. in the amount of $171,415. The engineering services provided by this Contract are above the original scope of services with HDR, and are needed to complete the project as desired. Staff recommends approval.
Background: HDR Engineering, Inc. (HDR) was awarded a Professional Services Agreement with the City of Sparks in January of 2009 to provide engineering services, design, and permitting. Within the original scope of services, HDR was tasked with providing a single bid package of the full project design. Additionally, support during construction was not included, as the full level of effort necessary was not known at that time. During the course of design and permitting, numerous changes have occurred to impact the original scope of work. Certain portions of the original design were removed (the largest being crossing Interstate 80 with new culverts) while other tasks were added. The project has been broken up into at least six (6) phased bid packages, a substantial change. Additionally, it has been determined that additional support will be needed of HDR during construction, namely in review of submittals and site visits to address design questions. As such, staff requested that HDR prepare a Scope of Services covering the work remaining. The new Scope of Services contemplated by this Agenda Item includes Project Management, Construction Document Modifications to allow for the final phased completion of the project, Shop Drawing and Submittals review, Construction Activity support, and additional Easement Support as needed. Total anticipated cost for the services is $171,415 based on the hours estimated.
Analysis: The services requested of HDR are necessary to complete the North Truckee Drain Realignment Project, and are above the original scope of services.
Alternatives: 1. City Council could accept the Engineering Services contract as outlined by Staff. 2. City Council could reject the Engineering Services contract and provide direction to the City Manager.
Recommended Motion: I move to award the contract to provide Engineering Services for the North Truckee Drain Realignment Future Phases and Phase 1 construction support with HDR Engineering, Inc. in the amount of $171,415.
