Agenda Item Brief: Consideration and possible approval of the Rock Boulevard Sewer Replacement Project to Sierra Nevada Construction, Inc. in the amount of $77,007. This project will replace a failed sewer line across Rock Boulevard south of Victorian Avenue. Staff recommends approval.


Background: During the course of routine sanitary sewer pipeline assessment, Sparks’ maintenance crews discovered two (2) failures in an eight inch (8”) clay sanitary sewer line which crosses beneath Rock Boulevard. The line in question is located within the alleyway to the south of Victorian Avenue and north of A Street. City records indicate this line was installed in 1923. This portion of Rock Boulevard is within Nevada Department of Transportation Right-of-Way; given the proximity to Interstate 80 full closure of Rock Boulevard area will be required. This closure will occur during a weekend, likely April 26-27. Due to the difficult traffic control requirements, emergency nature of the failures, and estimated project cost (less than $100k), it was determined an informal quote process was the appropriate method to quickly select a contractor and manage risks. It was determined that full replacement of the pipeline across Rock Boulevard, approximately ninety feet (90’), was the appropriate course of action. A quote package was prepared and quotes were requested of Q&D Construction (Q&D) and Sierra Nevada Construction (SNC) on Tuesday, March 25, 2014. The quotes were received via email by 3:00 p.m. on Friday, March 28, 2014. Q&D quoted $80,000, SNC quoted $77,007. Based on the quotes received, SNC was the apparent low respondent and is the recommended contractor.

Analysis: The Sparks sanitary sewer assessment program discovered tow failures of the 8” sanitary sewer line located within the portion of Rock Boulevard under NDOT right-of-way. If replacement of the damaged pipeline section is not undertaken, and the pipeline collapses further, sanitary sewer overflow and/or roadway damage could occur. The informal quote process was chosen to expedite replacement of the damaged pipeline, two contractors were selected based on their extensive experience in dealing with NDOT traffic requirements and ability to quickly handle a project of this nature.

Alternatives: 1. City Council could approve the Rock Boulevard Sewer Crossing Replacement Project as outlined by Staff. 2. City Council could reject the Rock Boulevard Sewer Crossing Replacement Project and provide direction to the City Manager.

Recommended Motion: I move to approve the Rock Boulevard Sewer Crossing Replacement Project to Sierra Nevada Construction, Inc. in the amount of $77,007.
