Title: Consideration and possible award of the North Truckee Drain Realignment Phase 1 Project, Bid Number 13/14-007, PWP WA-2014-011 to Q&D Construction, Inc in the amount of $9,165,013.

Financial Impact: $9,165,013 of River Flood fees collected in Storm Drains Capital Fund 1641. $12,000,000 was approved for Project 14-6820 North Truckee Drain Relocation Phase 1 in the FY14 CIP and $11,340,008 of budget authority remains.

Agenda Item Brief:

Consideration and possible award of North Truckee Drain Realignment Phase 1 Project to Q&D Construction in the amount of $9,165,013. This project will install 1,609 linear feet of double 10’x14’ Reinforced Concrete Box culvert across Greg Street and within Larkin Circle as part of the overall North Truckee Drain Realignment Project. Staff recommends approval.



Background:

The North Truckee Drain Realignment Project is an integral component of the Truckee River Flood Project to the City of Sparks. The North Truckee Drain Realignment Phase 1 Project limits begin on the west side of Greg Street and end within Larkin Circle just east of Madison Avenue (see attached Figure)

The Project Limits for Phase 1 were chosen based on:

•Available funding. City Council approved $12,000,000 million in the Capital Improvement Plan for FY2013/14 for North Truckee Drain Realignment Phase 1. Additionally, the Truckee River Flood Project is providing an additional $4,750,000 in funding, for a total available budget of $16,750,000. The Engineer’s Estimate for Phase 1 was $16.1 million.

•Impact to local businesses. The project limits for Phase 1 were chosen to minimize direct “double” impacts to properties as much as possible, especially by setting the eastern (downstream) project limit east of Madison Avenue. The majority of utility relocations and impacts are located within one parcel on this project, APN 34-171-24. Any work within Larkin Circle requires construction of new water and gas facilities in that parcel, therefore given the funding available and need to work near the downstream end of the project, it made sense to include construction of the box culvert within that parcel in this phase. By extending to the east of Madison Avenue, access will be able to be maintained to business during construction of Phase 1 and future phases.

This Phase 1 project will install 1,609 linear feet of double 10’ tall by 14’ wide reinforced concrete box culvert, beginning on the west side of Greg Street and ending to the east of the Larkin Circle and Madison Avenue intersection. This portion of the work will cross Greg Street, and will include replacement of the roadway surface.



Analysis:

The project advertised in the Reno Gazette Journal on October 23rd, 2013 and was posted to the City of Sparks public website for download by interested parties. Two addenda were issued during the bid. Three bids were opened at city hall on November 22, 2013 at 2:00 P.M. Bid results ranged in cost from $9,165,013 to $10,795,795. Three Bid Alternates were included in the bid package in order to clearly delineate costs reimbursable by Truckee Meadows Water Authority, Nevada Energy Electric, and Nevada Energy Gas. All three alternates will be awarded.

• Granite Construction $10,795,795

All bids were deemed complete as submitted with no abnormalities. Q&D submitted the lowest bid, and it is recommended to award as such.



Alternatives: 1. City Council could award the North Truckee Drain Realignment Phase 1 Project as outlined by Staff. 2. City Council could reject the North Truckee Drain Realignment Phase 1 Project and provide direction to the City Manager.

Recommended Motion: I move to award the North Truckee Drain Realignment Phase 1 Project, Bid Number 13/14-007, PWP WA-2014-011 to Q&D Construction, Inc in the amount of $9,165,013.
