Financial Impact: $100,000 in Sewer Capital Fund 1631. This project is not in the approved FY14 CIP. Budget will come from Project 14-6606 Annual Sewer System Rehab where $580,317.36 in budget authority remains.

Agenda Item Brief: An Interlocal Agreement with City of Reno for 2013 Sewer Rehabilitation – Phase II was approved by City Council on February 25, 2013. Bid prices for certain items came in higher than anticipated, as well as the project was complicated by the ongoing TMWRF Headworks Emergency. Subsequently, actual costs exceeded the amount authorized in the Interlocal Agreement. Staff has worked with Reno to prepare an Amended Interlocal Agreement to increase the project budget. Staff recommends approval.


Background:

An Interlocal Agreement with City of Reno for 2013 Sewer Rehabilitation – Phase II in the amount of $446,512 was approved by City Council on February 25, 2013. The amount of $446,512 was based on the Engineer’s Estimate, and was a “not-to-exceed” amount for Sparks’ share of the project costs as outlined in the 1980 Truckee Meadows Water Reclamation Facility Agreement.

In the course of work, three things occurred to raise Sparks’ cost-share responsibility above $445,512. These are:

1. The bid prices for the project were higher than anticipated for certain items. Namely, the 60” Cured In Place Pipe costs were approximately $100 more per foot than originally estimated.

2. The Unit Lengths were extended for the final pipeline into TMWRF given the “opportunity” presented by the TMWRF Headworks Emergency and related bypass pumping. The expanded bypass pumping operation allowed an additional sixty (60) linear feet of 60” diameter pipeline to be added which otherwise would not have been possible.

3. The rehabilitation method anticipated for the Siphon Structure beneath the Truckee River was revised once actual site conditions were able to be ascertained by the contractor. Actual project costs to date to the City of Sparks are $518,270, which is greater than the Not-To-Exceed amount of $446,512 originally approved. The City of Reno anticipates a minor amount of project management and final inspection costs on this project, therefore it is requested that the Interlocal Agreement be amended to increase the Not-To-Exceed amount to $546,512.



Analysis: Staff from Community Services and TMWRF has reviewed the project costs breakdown to ensure costs are properly charged to the respective entities. The original Not-To-Exceed amount was an estimate only, and per the original Interlocal Agreement, City of Sparks is responsible for actual costs for the project.

Alternatives: 1. City Council could approve the Amended Interlocal Agreement as outlined by Staff. 2. City Council could reject the Amended Interlocal Agreement and provide direction to the City Manager

Recommended Motion: I move to approve the Amended Interlocal Agreement with the City of Reno for 2013 Sewer Rehabilitation – Phase II, for an amount not to exceed $546,512.
