Title: Consideration and possible approval of a Consultant Agreement to HDR Engineering, Inc. (HDR)and reimbursement to the City of Reno in the amount of $136,930.05 for Sparks' share for engineering services associated with the Nitrification System Control Valve Replacements and Vault Construction Project at the Truckee Meadows Water Reclamation Facility (TMWRF).

Recommendation: Staff recommends City Council approve Sparks’ share of the contract between the City of Reno and HDR for engineering services associated with the Nitrification System Control Valve Replacements and Vault Construction Project at TMWRF.
Financial Impact: This does not affect the General Fund. $ 3,918,327.18 of appropriations remains in the 5-year Capital Improvement Plan (CIP) for the City of Sparks under TMWRF Projects, as CIP 146600, in Fund 1631, Sanitary Sewer Capital Project Fund. The City of Reno will enter into an agreement with HDR for up to $436,500.00 and will administer the project. Reimbursement will be sought from the City of Sparks for its share of expenses through the current cost sharing agreement for TMWRF capital projects, based on ownership of TMWRF, outlined in the attached Table 1. Expenses will post to account 604090, TMWRF Construction, using CIP 14-6600C.

Agenda Item Brief: TMWRF staff is asking that the City Council approve the reimbursement to the City of Reno for Sparks’ share of the engineering services between the City of Reno and HDR supporting the TMWRF Nitrification System Control Valve Replacements and Vault Construction Project in the amount of $136,930.05 at TMWRF.


Background: TMWRF operates six nitrifying trickling filters (NTFs) as part of the nitrogen removal process. All six NTFs must be operational for TMWRF to meet the discharge permit nitrogen limits mandated by the Nevada Division of Environmental Protection (NDEP). The control valves for the NTFs must be operated at least twice per week as part of a snail mitigation treatment procedure critical to the operation and maintenance of the NTFs and TMWRF’s operation. The filters can only be taken offline for 4 to 6 hours at a time. Most of the valves do not have motor actuation, and can be difficult or time consuming for staff to operate. Several of the control valves are presently direct buried and operational difficulties are being encountered. Some of the flow meters associated with the NTFs and nitrogen removal process do not currently operate or are not sending signals to TMWRF’s operational control system. For the valves and meters which presently have vaults, most have inadequate clearances for maintenance in the event they need to be evaluated or worked on.

Analysis: The scope of work includes project management, quality assurance/quality control and coordination of meetings; an assessment of all NTF valves, meters, vaults and actuators for serviceability and maintenance access. All valves will be equipped with electric above ground motor actuators which will greatly reduce the staff time required in their opening and closing as a required operational protocol for the NTFs. The scope includes extensive potholing and confirmation of existing piping and controls which serve the NTFs and nitrogen removal process. Vaults will be designed to house and provide adequate maintenance clearances for all valves, meters, and actuators associated with operation of the NTFs. Due to the high density of valve controls and meters proximal to the NTFs combining multiple valves and/or meters in a single structure may be recommended. This planned project is contained in the 2014 Five-year TMWRF Joint Capital Improvement Project (CIP), ranked number 6, as an outcome of the risk assessment performed by CDM Smith. The cost sharing breakdown is shown in Table 1 (attached).

Alternatives: City Council could direct staff to provide other alternatives.

Recommended Motion: I move to approve that Council approve the reimbursement to the City of Reno for Sparks’ share of the engineering services agreement by HDR associated with the Nitrification System Control Valve Replacements and Vault Construction Project in the amount of $136,903.05.
