Agenda Item Brief: The playground equipment installed at Del Cobre Park was destroyed by fire on July 19, 2013. This item authorizes the replacement of the equipment including the play structure material purchase, the installation of the play structure and the replacement of the playground surface of engineered wood chips.


Background: Del Cobre Park is a City park located in Wingfield Springs. The playground equipment installed at the location was destroyed by a fire on July 19, 2013. A file of photos of the site (during and after the event) is attached. The cause of the fire has not been determined. Given the value of the equipment, a claim was submitted to the City’s property insurance carrier. A representative of the carrier visited the site before the equipment was removed by City crews. Following their investigation, the insurance company has agreed to settle for the full amount claimed by the City ($69,016.66), less the City deductible of $10,000.00. The claim amount included all costs associated with a “like-for-like” replacement of the equipment as well as the labor costs for City crews to remove and dispose of the damaged structure. The cost difference between a replacement using the exact same design and composition (wood frame) compared to an all metal/plastic composition is roughly $1,500 and the Parks Department has been evolving toward that composition. Therefore the recommendation in this item is to apply the insurance settlement toward the newer composition of playground equipment. A full cost comparison, as submitted to the insurance carrier, is included as an attachment to this staff report. If approved, the cost difference between the insurance settlement of $59,016.66 and the requested authorization in this staff report of $68,610.00 ($9,593.34) would be paid from the City Risk/Self Insurance fund.

Analysis: This agenda item contemplates 3 purchases that constitute the replacement of playground equipment at Del Cobre Park: Purchase of Equipment – Utilizing a purchase order, the City would purchase the metal/plastic frame structure that fits the design parameters of the site at a cost of $47,610.00 from Park Pacific, the original designer of the structure for this site. Installation of Equipment – Utilizing the attached contract for services, the installation would be performed by Garden Shop Landscaping at a cost of $18,900.00 Purchase of Replacement Play Surface - The engineered wood chips would be replaced in the course of construction after purchase by the City, utilizing a purchase order. The cost of the replacement surfacing is $2,100.00

Alternatives: The City Council may choose to direct staff to present other design or programming options for the space at this park, utilizing the funds recovered from the insurance claim for this event.

Recommended Motion: I recommend approval of the replacement of damaged playground materials at Del Cobre Park, as outlined, in the total amount of $68,610.00
