Agenda Item Brief: Consideration and possible approval of the City Hall Electrical Upgrade Project, to Briggs Electric, Inc., in the total amount of $736,700. The City Hall electrical system is outdated, inefficient, lacks code compliance, and continually has problems providing enough power to various areas of the building. This project will improve safety, efficiency, functionality, and bring the existing system up to current code standards. Staff recommends approval.
Background: The Sparks City Hall was originally constructed in 1968 with multiple expansions and additions throughout the years. Many of the electrical boxes are full and exceeding their capacity along with wiring that may cause a safety hazard. The original Information Technology Building electrical system was never designed for servers and air conditioning units, along with the increased use of computers, dual computer monitors, and other power consuming devices of the current era. All of these things contribute to the need to upgrade the existing electrical system at City Hall.
Analysis: The bid provides for replacement of most of the existing electrical panels, replace the existing switch gear and move it to a new location, install new conduit and wiring, install ground rod grids, install a new generator switch outlet, remove and replace concrete for conduit trenches, refinish and paint where existing electrical panels are removed, rewire all receptacles, add new receptacles and circuits, and replace existing receptacles and cover plates; Alternate #1 and #2 will provide two (2) dual port electric vehicle charging stations in the main parking lot. The project was advertised in the Reno Gazette Journal on July 10, 2013 and digital copies were distributed to local plan rooms. Two (2) bids were opened at City Hall on July 31, 2013. Base Bid results ranged in cost from $720,460 to $733,444 and the bids have been evaluated and award recommendation made using the base bid amount only. Funding is available for Alternate #1 and Alternate #2 with staff recommending acceptance of both alternates along with the base bid. The contract amount includes a force account of $85,000 to correct unforeseen conditions, if required. Briggs Electric, Inc. is the lowest responsive and responsible bidder for this project with a base bid amount of $720,460 and a total bid amount, including Alternate #1 and Alternate #2, of $736,700. Alternatives: 1. City Council could approve the City Hall Electrical Upgrade Project, to Briggs Electric, Inc., as outlined by Staff. 2. City Council could reject the City Hall Electrical Upgrade Project, to Briggs Electric, Inc., and provide direction to the City Manager.
