Agenda Item Brief: Consideration and possible approval of the C Street Sewer Rehabilitation Project, to Campbell Construction Co., Inc., in the total amount of $339,254.80. Upon review of the storm sewer video a portion of the line was caved in and partially blocked on C Street between 18th and 19th street. In order to prevent further deterioration of the line and possible failure it was determined that the pipe needed to be replaced. $124,600 of the cost is applicable to TMWA for water main replacement which will be constructed with this contract and reimbursed. Staff recommends approval.


Background: The original sewer line was install during the 1940’s and is nearing the end of its service life. In recent years the City has been using video to assess the utility infrastructure and to rate each section of pipe. This has allowed the City to perform preventative maintenance on its sanitary sewer system and prioritize each area that is in need of replacement.

Analysis: During assessment of SS pipe on C Street, a portion of the pipe was found to be caved in and failure of the system is possible. It was determined this one block section could not wait for appropriation on the future CIP and required immediate replacement using Annual SS Rehabilitation Funds. The existing roadway is also in need of replacement, so all utilities were notified about the project. This gave them the opportunity to replace their system, if needed, prior to reconstructing the roadway. NV Energy has already replaced their gas line and TMWA is replacing their water line as part of this project. The bid was separated by the “City Portion – Schedule A” and the “TMWA Portion – Schedule B”. The City portion is a total of $214,654.80 and the TMWA portion, that will be reimbursed, is a total of $124,600. The interlocal agreement with TMWA is preceding this agenda item for possible approval by Council. The scope of the project includes replacement of the existing sewer pipe with 10” PVC, curb and gutter replacement, the existing roadway will be removed and replaced, new ADA ramps will be installed, the existing water line will be abandoned and slurry filled, and a new TMWA water line will be installed. Bids were opened on Wednesday June 19th and nine (9) contractors bid on the project. Campbell Construction Co., Inc. provided the low responsible bid, in the total amount of $339,254.80. Attached is a recap of the quotes received (See Attachment 1)

Alternatives: 1. City Council could approve the C Street Sewer Rehabilitation Project as outlined by Staff. 2. City Council could reject the C Street Sewer Rehabilitation Project and provide direction to the City Manager.

Recommended Motion: “I move to award the C Street Sewer Rehabilitation Project, to Campbell Construction Co., Inc., in the total amount of $339,254.80.”
