Agenda Item Brief: The City of Sparks and the Sparks Police Protective Association, Lieutenants Unit has reached a tentative agreement on contract changes for the July 1, 2012 to June 30, 2014 contract period. This agenda item is requesting consideration and approval of this agreement.


Background: The City of Sparks, Nevada, enters into labor agreements with its various bargaining units. The City of Sparks (City) and Sparks Police Protective Association, Lieutenants Unit (Unit) entered into a multi-year agreement covering July 1, 2010 through June 30, 2012. The parties began meeting early 2012, and continued to meet on a regular basis to discuss the terms and conditions of the agreement. The bargaining agreement proposed today is the result of those meetings, and will cover the period July 1, 2012 through June 30, 2014. The City and the Unit believe the attached agreement fairly represents a good faith effort to reach agreement on labor issues related to this multi-year agreement involving wage rates and benefits. Both negotiating teams are positively recommending ratification/approval of the proposed agreement by their respective authorizing bodies.

Analysis: Attached is a the detailed Tentative Agreement reached between the parties. This summary is intended to outline the significant benefit changes: NOTE: Attached to this staff report are both a strike out and final version of the proposed agreement. The agreement has been reorganized to a new format to match all other agreements. The header pages reflect the new agreement time frames SECTION 1: ADMINISTRATION Article D: DURATION OF CONTRACT -- For the period of July 1, 2012 through June 30, 2014. Article J: SPARKS POLICE PROTECTIVE ASSOCIATION (SPPA) RELATED BUSINESS -- Changed language to add 2 Members-at-large to the SPPA Board of Directors. SECTION 2: PAY RATES Article A: PAY RATES -- Added language: FY 2012 through FY 2014 Effective the pay period of July 15, 2013 through July 28, 2013, a salary increase of 15.0% above the salary rates in effect on June 30, 2013, which is intended to offset the loss of the salary increase for the July 1, 2013 through July 14, 2013 initial pay period of the FY 2013-2014. This increase expires on July 28, 2013. The increase is not retroactive, it is prospective only. Effective the pay period beginning on July 29, 2013, a salary increase of 7.5% above the salary rates in effect on June 30, 2013, which includes the return of the previous base wage concessions of 2.5% and a market comparison increase of 5.0%. The increase is not retroactive, it is prospective only. Article C: OVERTIME PAY -- Lowered the hours of overtime for meal eligibility from 4 hours to 3 hours. Article I: EMPLOYEE LONGEVITY -- Changed payment date to the Wednesday before Thanksgiving SECTION 3: BENEFITS Article A: GROUP HEALTH INSURANCE -- Added language: Defines the “represented, voting members” of the Group Health Plan Benefits Committee. The city proposes to increase the employees’ wage and wage-related benefits in one-half percentage (½%) increments up to a maximum of three and one-half percent (3½%) in exchange for permanent health cost reductions, which promote personal and plan accountability and reduction in wasteful spending in the overall Group Health Plan implemented no later than January 1, 2014. Pay increase will be based on City Council approval of Group Health Plan Committee Plan change recommendations. The dollars savings from the Group Health Plan to be converted to salary and wages amounts based on projections developed by the Group Health Plan Committee’s consultant. SECTION 4: LEAVE BENEFITS Article A: HOLIDAYS, HOLIDAY PAY AND PERSONAL DAY -- Returns holiday language to pre-concession language Article B: ANNUAL LEAVE -- Adds choice of annual leave options for Detective Division and K9 Unit Article E: AWARD FOR NON-USE OF SICK LEAVE -- Adds date specific language to this award Article J: COMPENSATORY TIME -- Adds 72 hour response time for approval or denial of leave request.
