Title: Consideration and possible award of a contract for the 2013 Preventative Maintenance Program, Bid No. 13/14-002, PWP-WA-2013-281 to Sierra Nevada Construction, in the amount of $391,004.

Recommendation: Staff recommends that Council award the the2013 Preventative Maintenance Program, Bid No. 13/14-002, PWP-WA-2013-281 to Sierra Nevada Construction, in the amount of $391,004.
Financial Impact: $391,004 in Road Fund 1401. $330,017 will come from FY13 approved CIP project #13-0500 Pavement Mgmt Program – Street Preventative (the budget for this will be rolled to FY14 via prior year CIP budget augmentation) and $60,987 will come from FY14 approved CIP project #14-0500 – Pavement Mgmt Program – Street Preventative (currently available $350,000).

Agenda Item Brief: Consideration and possible award of the 2013 Preventative Maintenance Program, Bid No. 13/14-002, PWP-WA-2013-281 to Sierra Nevada Construction, in the amount of $391,004.


Background: The Preventative Maintenance, Slurry Seal Program is a yearly program that provides preventative maintenance treatments on candidate pavements included in the City’s Transportation 5 year maintenance plan. This program will be treating over 2 million square feet with a Type II Micro Seal. Refer to attached exhibits for street locations.

Analysis: The project scope identifies micro surfacing, traffic control, public outreach and permanent striping. The City of Sparks received two (2) qualified bids for this project, which were received July 2, 2013, at 1:45 p.m. and opened on July 2, at 2:00 p.m. A bid summary of the qualified bidders is shown below: • Sierra Nevada Construction $391,004 • Valley Slurry Seal International $475,856

Alternatives: The Council has the following options: 1. City Council could award the project as outlined by Staff 2. City Council could reject the proposed project and provide direction to the City Manager

Recommended Motion: I move to award the 2013 Preventative Maintenance Program to Sierra Nevada Construction, in the amount of $391,004.
