Agenda Item Brief: The Children’s Cabinet, Inc., awards funding based on applications from various agencies. The MOA is renewed annually. The Parks and Recreation Department qualifies and the attached MOA is for the performance of Before and After School Programs in compliance with the Department of Human Resources Welfare Division regulations and Children’s Cabinet for a total amount not to exceed $29,700.00. This is the same amount received in FY12/13.
Background: The City of Sparks Parks and Recreation Department provides Before and After School child care at 15 elementary schools throughout the City. There is a reasonable fee associated with this program that is implemented to offset the direct costs of staffing and materials for each site. There are some members of our community who cannot afford these minimal costs, but are in need of the program. For these people, the City of Sparks Parks and Recreation Department solicits grant funding through the Children’s Cabinet, Inc., which is a family resource center that acts as a clearing house of information and services for children and their families. These funds are administered to citizens of low-income based on a sliding fee scale and program policies implemented by the Department of Human Resources Welfare Division. The Children’s Cabinet, Inc., awards funding based on applications from various agencies. To streamline the process, child care providers have consolidated their requests under combined applications. These applications are coordinated by the Children’s Cabinet, Inc., who also processes the funding throughout the year.
Analysis: The proposed Memorandum of Agreement includes a total request not to exceed TWENTY NINE THOUSAND SEVEN HUNDRED DOLLARS ($29,700.00) in funding to be effective July 1, 2013 through June 30, 2014. This is the 16th year we have processed this funding through the Children’s Cabinet and it has proven to be very effective. Although the MOA is for the full fiscal year, the $29,700.00 will be evenly distributed in six month intervals. The reason for this change is because the state had to do a contract extension with The Children’s Cabinet from July 2013 - December 2013. A new contract between the State of Nevada and The Children’s Cabinet will come into effect in the late fall. Once this occurs, an amendment to the attached MOA will be issued allowing access to the remainder of funds available.
Alternatives: City Council may choose to deny funding or redirect staff.
Recommended Motion: I move to accept the 2013/2014 Memorandum of Agreement with The Children’s Cabinet, Inc., as recommended by staff.
